KILMADOCK COMMUNITY COUNCIL
MINUTE OF MEETING HELD ON 10 MARCH 2025 AT 7.00PM
IN KILMADOCK INFORMATION AND HERITAGE CENTRE

1 Approval of Minute
The minute of the meeting of 10 February 2025 was approved, proposed by Alistair
Sutherland, seconded by Ken Russell
2 Chair's Report
Tony Farrant reported as follows :
a) Road works – Bear Scotland, on behalf of Transport Scotland will carry out
essential tree felling (ash dieback) on A84 between Kilmahog and Strathyre
between 10 & 25 March.
b) Former Kilmadock Parish Church – a further auction had been held on 6 March
with a guide price of £60,000
c) Co-option to Community Council – four applications had been made for the two
positions available. It was agreed that the candidates be invited to address the
meeting on 14 April after which the Community Council would make co-options.
Thanks were expressed to those who carried out a leaflet drop in this connection.
d) Draggie Burn Park & Stride – the electric vehicle charge points have now been
installed and await registration with Chargeplace Scotland. All other works are now
complete apart from signage on and off site.
e) Moray Park Toilets – Tracey Mills of Stirling Council is pursuing progress with
Scottish Water on drainage issues but awaits a response.
f) Visitor Levy Consultation – an online consultation is available at Visitor Levy
Scheme on Stirling Council’s website where there is a link to the online survey.
g) Jimmy Innes – the death of Jimmy Innes was noted with regret. Jimmy served on
the Community Council for 25 years, 12 of which as Chairman and made a huge
contribution to the life of Doune.
3 Police Report
9 February – 8 March 2025 compiled by Constable Donald King
a) Antisocial behaviour - On the evening of 8 March a disturbance took place in the
Doune area which required the attendance of a large number of Police officers.
One male was apprehended in relation to numerous offences and enquiries are ongoing.
b) Road Safety - On 1 March officers had reason to stop a vehicle in the Doune area.
The driver was found to have no insurance for the vehicle and was issued a fixed

penalty ticket and the vehicle seized. On 22 February officers had reason to stop a
vehicle in the Doune area. The driver was found to be driving without a valid
licence. The driver is the subject of a report to the fiscal. On 22 February officers
had reason to stop a vehicle in the Doune area. The vehicle was found to have no
valid MOT with the driver being issued a conditional offer of fixed penalty.
c) Theft – There have been no reported thefts during this time.
4 Councillor's Report
Cllr. Gene Maxwell reported on the outcome of Stirling Council’s budget meeting which
resulted in an increase in Council Tax of just under 9%. He explained the various proposals
and constraints. Some anticipated cutbacks will not take place as funding to continue certain
services is to be taken from reserves although the challenges will return in future years.
5 Treasurer's Report
Elizabeth Wallace, Treasurer, reported that at 6 March the Council’s bank balance was
£10,656.36 (restricted funds) and £1,503.24 (unrestricted). It was noted that the Masonic
Lodge had indicated that unspent funds donated by them can be used for regular
expenditure. Bank charges of £4.25 per month will begin shortly. The financial year ends on
31 March.
6 Secretary's Report
David Harding reported as follows :
a) Stirling Council property – it has been confirmed that Stirling
Council’s sensitive letting policy is still in place and that a condition
survey of the property at 24 Main Street, Doune has been undertaken,
with an assurance that at least some of the necessary work will be
attended to soon. A further meeting with Stirling Council officers has
been arranged.
b) Co-option to Community Council – it has been clarified that a twostage
process will be undertaken with 2 places being filled in the first
instance and further co-option possible before the end of the year.
7 Development Officer
Neil Fergusson reported work on the new Youth Project building had now
commenced. Groundworks have progressed at a good place, the concrete sub-floor
base has been poured and holes prepare for the raking roof supports on the north
side of the building. Due to the amount of rain recently, the heavy plant movements
was at risk of causing a big mess. In agreement with football club, a temporary
hardcore access road has been laid. This will be returned to grass upon completion.
In the next few weeks scaffolding will be going up and wall panels are due to be
delivered.
On the revamp of the Heritage Centre he reported that, after a lot of preparation, it is
hope that all works will be complete ahead of Easter.
8 Roads
Ro Drowley reported that the speed bumps in Balkerach Street have now been
removed, potholes have been reported and the control box at the new puffin
crossing awaited relocation.
9 Villages - there was no report.

10 Planning
Alistair Sutherland reported that Stirling Council officers were investigating complaints about
developments at Lochhill Industrial Estate
11 Community Action for Deanston - there was no report.
12 Kilmadock Development Trust
Ken Russell reported on continuing training of counter staff at the post office and that
consideration was being given to increased CCTV in the information centre. A small
committee has been formed to consider ways of increasing footfall.
13 Woodland Group
Tony Farrant reported on arrangements for the Egg Hunt on Easter Day, 20 April. Work on
improving paths and drainage continued.
14 Moray Park Toilets
David Harding reported that new vending machines have been installed. However they are
too big for the location and will be replaced by machines of an appropriate size. He
confirmed that it was intended that the electricity supply would be split between the toilets
and the football club.
15 Media
Ken Russell confirmed that the Spotlight on Community Council would be included in the
Doune and Deanston website and Facebook pages and other appropriate websites and
would be a summary of the Community Council meetings.
16 Forestry – there was no report
17 Resilience Plan
Alison McAlpine reported that a meeting would be held on 13 March with Stirling Council to
discuss resilience arrangements appropriate to Doune and Deanston. Training will shortly be
arranged for volunteers which will partly be in person and partly online.
18 Other business
a) Potential Co-option – Morag Pentland who had been in attendance at the meeting
and who will be unavailable for the next meeting, was invited to address the Council
on her background and interests as a potential co-option to the Community Council.
She was thanked by the Chair who indicated that the Council would decide on cooptions
after having heard all the candidates.
19 Next meeting
It was agreed that the next ordinary meeting would take place on Monday 14 April 2025 at
7.00pm at Kilmadock Information Centre.
20 Closure
There being no further business the meeting closed at 8.05pm.
