MINUTE OF MEETING OF KINGS PARK COMMUNITY COUNCIL
HELD ON MONDAY, 03 APRIL AT 7.30PM
STIRLING LIBRARY BASEMENT
Present: Stewart Small (Chair), Jen McNiven (Secretary), Niall Hamilton-Smith,
Jane Saunders and Maurice Fitzgibbons.
Apologies: Gary Bell
In Attendance: Lauren Grant (minutes), Councillor Scott Farmer
1. Welcome and Apologies
The Chair welcomed everyone to the meeting. Apologies were as noted above.
2. Minutes of previous meetings
The Minutes of the meeting held on 06 March 2023 were approved as an accurate record:

3. Police Report
Written report submitted, no officers present at the meeting.
4. Matters Arising
a. Sustainable Transport
The Chair noting that there are a number of roadworks within the area which are
causing frustration for drivers trying to get around the city.
Noting that the general condition of the roads across Stirling is very poor. Councillor
Farmer noting that there is a priority list in relation to road resurfacing and additional
budget has been allocated to addressing these concerns. Noting that if there has been
damage caused by the works currently underway on the roads, this is an issue that
can be raised with the contractors.
Members noting that their initial concerns with the changes to Dumbarton Road have
been realised and there is some assurance required in relation to the long
term/permanent plan for Dumbarton Road and the surrounding areas.
b. KPCC Elections
Members agreeing that it would be beneficial to recruit a member who had a
particular interest or experience in planning/listed building regulations.
Members noting that a venue and date is still to be fixed for the AGM and that this
could be a good opportunity to recruit a specialist member.
c. Community Council Health Check

Noted that updated information has been submitted to the Council and there will be
a meeting arranged to discuss the Council’s findings.
5. Chair’s Report
Nothing to report.
6. Secretary’s Report
Jen noting the following: -
- the Open Streets Festival is the weekend of 22nd April;
- Dial-a-Journey have been in touch to advise the Community council of the services on
offer.
7. Councillor’s Report
Land at Viewforth
Councillor Farmer noting that there is an extensive asset review underway to allow the Council
to review the position at Viewforth and maximise the Council’s current assets.
Councillor Farmer noting that the Council decided to suspend standing orders to allow the
budget to be re-opened to obtain clarity on the Sistema funding and the proportion of the
new funding that will be available to Stirling. A response was received that the funding was
going directly to Sistema – agreed that £392,000 allocated to Sistema funding was used to
mitigate the cuts within the budget.
Councillor Farmer provided the details of the allocation of these mitigation funds.
Noted that there have been decisions made to continually assess the effect of the cost of living
crisis on the most vulnerable members of Stirling’s communities and provide support where
needed.

9. Planning
Niall noting that there were no contentious applications to discuss.
10. KPCC Communications
Jen noting that a resident has been in touch about an ongoing problem with a private road
and discussing the matter with Councillor Farmer.
11. AOCB
Maurice noting a report by a resident that there is an individual burning plastic in their garden
– members agreeing this should be reported to the Council.
