MINUTE OF MEETING OF KINGS PARK COMMUNITY COUNCIL
HELD ON MONDAY, 02 OCTOBER AT 7.30PM
STIRLING LIBRARY BASEMENT
Present: Stewart Small (Chair), Jen McNiven (Secretary), Niall Hamilton-Smith,
Gary Bell, Jane Saunders, Willie Ferguson and Maurice Fitzgibbons.
Apologies: Steve Brewster
In Attendance: Councillor Jen Preston and Lauren Grant (minutes)
1. Welcome and Apologies
The Chair welcomed everyone to the meeting. Apologies were as noted above.
2. Minutes of previous meetings
The Minutes of the meeting held on 03 April 2023 were approved as an accurate record:

3. Police Report
Written report submitted - no officers present at the meeting.
4. Matters Arising
a. Fire Safety Briefing
Jen provided a fire safety update.
b. AGM Planning
The date for the AGM is Wednesday 8th November at the Smith Art Gallery & Museum
and a speaker from Stirling Heritage Trust will be giving a presentation around energy
efficiency in Listed Buildings and homes in Conservation Areas.
c. Sustainable Transport
Gary noted that a resident has approached to advise that the leaf clearing in the area
appears to have dropped in frequency causing slippery roads/pavements and clogged
drains
Community Council agreeing to write to the Council to seek information as to the
timetable for the leaf clearing in the area with a view to seeking more frequency.
d. Community Council Healthcheck
Jane noted that there is a training document being prepared to allow members to
complete some online courses.

Jen noting that the Forum Partnership have a schedule of meetings to allow
neighbouring community councils.
5. Chair’s Report
Nothing to report.
6. Secretary’s Report
Jen noting the following: -
- Whitehill Lane: A resident has been in touch to seek some guidance on any assistance
available to rectify flooding. Members noting that as the road is a private
- Resident has been back in touch regarding the bollards at the end of the lane.
Community Council referring the correspondence to Councillor Preston to be in touch
with the resident to explain the position.
7. Councillor’s Report
Christie’s Clock
Councillor Preston noting that the Council will not know outcome of the investigation until it
is complete. Noting that it is the intention of all involved for the clock be reinstated – officers
of the Council collected the salvageable parts of the clock and these parts are being stored off
site.
Councillor Preston noting that it was the intention for the clock to be lifted off – this appears
to have caused the issue.
Land at Viewforth
Councillor Preston noting that the Viewforth Link Road is “dead” and she would be extremely
surprised if the plan was ever to resurface.
8. Kings Park
Nothing to report.
9. Planning
Niall noted a number of planning applications relevant to the area: -
- Application to replace windows on Queens Road.
- Application for extension at property on Dumbarton Road.
Members noting no objections/comments.
10. KPCC Communications
Nothing to report.
11. AOCB
Grass at Victoria Square
Kings Park Community Council 3
Willie Ferguson noting that 2 officers of the Council who had a meeting with members were
extremely helpful.
Licensing Forum
Maurice noting he attended the Licensing Forum and was impressed by the co-ordination and
interesting discussion.
