Minutes of the Meeting held on Tuesday 11th of May 2021 7.30pm

Minutes of the last meeting were approved (proposer Walter Macdiarmid; seconder Kevin
Carty).

Police Report: 1.) There was a report of kids causing annoyance at the wooded area near
Burngreen. Extra attention given to the area. 2.) An email was received regarding the new
houses being built at Burngreen. Issues being raised were working without permits and
road traffic issues. This would appear to be an issue for the Council who I’m aware are
involved already. 3.) There have no reportable RTCs since the last meeting. 4.) There were
no reported thefts in the Kippen area since the last meeting. 5.) Another reported fraud,
this time in Kippen and involved the purchase of a shipping container.

In Relation to Item 2 above, e-mail was sent by SC. Response from Police below –

“As far as I can see the working without permits/permission etc is wholly dealt with by the
council.

Driving on a pavement is illegal however if there is a legitimate reason for doing so then it
is not something we would enforce. A vehicle having to drive over a pavement in order to
negotiate a tight junction would come under this category in my opinion.

I would not be policing the junction for the way drivers negotiate it. If there is an RTC then
the circumstances may be investigated which would highlight failure to give way for
example. ”

Burngreen Houses: Today has been very busy with vehicles coming and going. Heavy
vehicles have been up and down through Oakwood and Castlehill Loan. A route needs to be
confirmed for access as well as a start time as too chaotic and dangerous. The Police need
to be involved.

Recourse on the process followed re the 31 houses being built in Kippen is being looked into
by WM. We can challenge via Judicial Review; however, this would cost a min of £60k to
pursue and we would be liable for all costs if fail. Require restrictions to be put in place.

The best way forward is via local Councillors to help. Cambusbarron CC also had a previous
issue that was mentioned at the last month’s meeting. WM will discuss with CCC. SC
thanked Cllr Davies for his help over the last month. There is no Construction Access
provided. The Roads Officer hasn’t inspected the site and has only used online medium
including Google Maps which is out of date.

Planning: No new applications since last meeting. Correspondence from Arnprior regarding
Wind Farm going in due to the route planned. May not be a major impact on Kippen but
main road may be busier.

financial position is £2,290.02 but some money to go to the Resilience Group and some
money may need to be given back.

Councillor’s Report – Councillor Rob Davies:. Elections last week – a replacement for the
Late Graham Lambie is Jane Hutchison. Council Meeting held a week past on Thursday –
one of the subjects to discuss if an Open Bottle of Alcohol should be illegal in bylaws. Roads
Programme for this financial year - £65k for the Kippen Roundabout. £79k to improve B822
towards Fintry. Jenny Woodston Road to be upgraded also. Complaint on the tree at
Oakwood that is being used a swing and grass has been damaged and a hedge has been
pulled out. Leaves falling from Council Land onto Private Land – the owners not happy as
they would need to pay £35 Brown Bin Uplift.

Any Other Competent Business: 20mph – we need more work done. This was promised
but hasn’t been enforced. Was promised rumble strips and bigger signs. After an accident
on the Station Brae – would it be an idea for the white line to be a “rumble strip” to notify
users that they are crossing over the white line. Issue with a user speeding in an Electric
vehicle and also cyclists. Bottle bank – Pam Campbell has been called and Bottle Bank to be
removed and replaced with a modern bin. Also, the Tourist Notice board loose. RC has also
complained and given a reference number but no one has gotten back to him yet. The Cubs
are looking to make a shelter and storage area at the “Old Coup”. Might be best to have a
portacabin/container painted to blend in.
