Kippen Community Council

Minutes of the meeting held in Kippen Reading Rooms on

Wednesday 11th December 2024

Present: Scott Crawford (vice chair), Robert Clubb, Ann Milligan, Christine Stewart, Derek

  1. Welcome and Apologies

The Chair welcomed attendees to the meeting and gave the apologies.

  1. Adoption of Minutes from the last meeting

The unconfirmed minutes of 13th November 2024 were approved having been proposed by

Ann Milligan and seconded by Derek Shanks

  1. Matters Arising from previous meetings

11/09/24.3.1 Bridge Repairs

 Expected repair to happen in the next couple of weeks. Funding for this has come

from council funding

11/09/24.3.2 Pavement, Roads and Parking

 SC to post on Facebook how to report a pothole issue using “what3words”

 CS has emailed CC portal re the Beware of children sign and is still awaiting a

response

 SC has emailed CC portal re the Boat and trailer. Someone has had a look, but it

does not contravene any regulations. The KCC had been informed that the owner is

looking for a long-term place for it. Police officer is going to have a look into the

legality of it.

o AM to meet with JG confirm boundaries further information that may be of some use.

09/10/24 5.4 Open Reach Pavement Cover

 The cover has now been fixed

  1. Matters for Discussion
  2. Police Report

o Reports of sheep on A811.

o Number of vehicles off road or broken-down during snow period.

o Future reports will be provided that contain information relating to all 10

villages.

o Parking at school. Someone came out one afternoon but there is a need to

have someone visit in the morning. There was a suggestion to get a

cardboard cut-out of a police office and place it near a parking hot spot. There

was also a suggestion to ask the council for a double yellow line.

o Parking tickets issued in the village - There are Parking enforcement people

but will not deal with areas where landownership is in question. Need to find

out if Fore Road is private land, then they can park there. Currently they are

being charged as the council map shows it as council owned. The map being

used is incorrect and the land is owned by the residents. Therefore, it is up to

the person ticketed to complain about the ticket and it will go to court for

resolution.

o Speeding – A police office watched the speed bumps at the primary school

and confirmed that they are doing a good job. However, the speeding

concerns relate to further up towards Fintry. An officer will come out with the

speed gun to monitor at that end of the village and bring the cardboard cutout.

We will have to monitor to see if the cut out has an effect. Once the

20mph comes into permanence in 2025 then money will be available for

traffic calming.

  1. Correspondence

o Extension to the Windfarm - a revised design has been shared with the

community at two exhibitions on the 19th November (Gargunnock and

Cambusbarron)

o The second stage of the Big Conversation 2025/26 will take place in January

and February where the council will be asking for more detailed proposals on

ways to save and raise money.

o Issue has been raised regarding Ash Trees for both the potential of Ash die

back and the fact that they are overhanging. SC to raise the issue.

  1. Planning/Applications/Decisions/Appeals

o Nothing of note

  1. Treasurers Report

o Previous 4 months expenditure is £36

o Current balance £2,428.35

  1. Councillors Report

o No councillor present.

  1. Bridge repair

o BR contacted Stephen Bly and has confirmed ownership of the core path and

bridge. Council is to repair the bridge.

  1. Local Place Plan

o Agreed to complete the community action plan first. Then we can pull out the

main things that the community is looking for.

o Deadline April 2025

  1. Community Action Plan

o Need to consult with the village on the community action plan so that we can

include this when deciding on how to use the monies from the windfarm. As

well as any other funding that could be secured. Questionnaire to be

developed based on previous consultation and the further thinking since. (BR)

o Link with the Support of Climate Change Mitigation.

  1. Community Council Elections

o We currently have 6 members. Vacancies have been advertised on

Facebook. We believe 3 or 4 people have applied. The number is to be

confirmed (BR).

  1. Facebook Account (CS)

o Page is set up to enable KCC members to post information only.

o The page is to link to the other Kippen community pages automatically

sharing information.

o About link to be put on the website. Also look to see if a post on the website

can be automatically linked to the Facebook page e.g., minutes

o Set up an automatic message if someone direct messages the fb page

  1. Wildflowers on the Village Green

o Weekend of planting with 1500 yellow rattle seeds planted. Plus, a lot of ivy

has been cleared. Thanks to the community members that came to help.

Phase 2 will be more of the same but need to weaken the grass first

  1. Southwest Climate Action Group

o Tie in with the Kippen sustainability group in regard to this (BR).

o Separate zoom meeting to be set up (CS).

  1. Future Meetings

o Reading Rooms to be booked for next year’s meetings. Email has already

been sent for the Feb – June another to be sent for the Sep -Dec. (CS)

  1. Roads and Land

o Issue raised with the council about the new pavement being very slippery.

The response was that there is no difference in this surface than any other, so

it is regarded as fit for purpose.

o Land ownership bullet points to be provided (AM)

o In order to affect a repair to the sign at Scott Brae the factor needs to be

identified (AM)

o Regarding the gritting of the roads, we have had it confirmed that Kippen is a

priority 2. This means that gritting will only happen if the gritters have

sufficiency. Therefore, all residents are asked to help during icy times by

gritting where they are able from the bins in the village.

  1. Round Table Discussion
  2. Village Events

o The village was complimented on the success of both the school nativity and

the over 60’s Christmas dinner. Mention was also made of how busy the

Christmas Fayre was.

  1. Road Closures

o Need clarity on the procedure for notification of road closures. This has

arisen as the residents were not notified of the closer effecting Burnside.

The information on the Striling website was incorrect and the diversion put

in place was not suitable. (SC).

  1. Buses

o The 15:35 from Balfron to Stirling is being used by an increasing number

of school children to the extent that local residents were unable to board

the bus. Issue to be raised with the council (SC).

  1. Trees

o Burngreen trees have been cut down, but the logs have not been

removed. Resident enquired regarding the ownership of the land and

therefore, who has responsibility for their removal. Community council

confirmed that this area was not owned by the community council.

  1. Signage

o Confirmation that the blue signs at both the Brae and Fore Road ends of

the village have been altered to remove the petrol symbol.
