Kippen Community Council AGM Wednesday 12th June 2024

2. Adoption of the Minutes from last AGM
Previous AGM was 22.05.22

3. Chair’s Annual Report, Derek Shanks
It’s been a pleasure and privilege to be chair of Kippen Community Council, unfortunately due to a
change in Job I am unable to continue as chair but happy to remain a member of the CC.
Kippen Community Council has seen a number of changes to membership since the previous AGM
(2022).
 Hugh Aitcheson (vice chair) sadly passed away in 2023 following a period of illness, his input
was invaluable with work on the village green and accessing funding for the works which
were completed in autumn 2023.
 Barbara Ross was subsequently appointed as vice chair.
 Michaela Yates joined the CC as secretary and the council provided funds for a minute taker
for meetings.

Successes
 Funding sourced for substantial work on the trees at the village green and remaking of the
core path down from the doctors, over the bridge to the bottom of Burngreen. Work
completed by local contractors.
 Fundraising for Defibrillator. A crowd funding event took place over the Christmas/New
Year period raising funds to replace the case and batteries for the Reading Room
defibrillator.
 World Cycling Championships (Aug 23. Kippen played host to the Men’s elite time trials as
part of the WCC, other races took place down on the Carse around Kippen Roundabout. The
event was highly supported on a sunny Friday in the village with an amazing atmosphere.
The streets were lined with locals and visitors alike who provided an excellent atmosphere
for the racers.
Ongoing issues
 Roads. There have been numerous ongoing issues with the road network, potholes,
pavement damage, flooding and issues with speeding have all been raised regularly with
Stirling Council, there has been progress made with the speed limits coming into the village
on the Fore Road and an agreement for a 30mph zone to be placed before the 20mph. The
community council has reported numerous pothole issues through the portal, many of these
have now been repaired.
 CC land responsibility/ownership. The CC has attempted to establish who owns/is
responsible for the ageing Bottle bank and visitor information board. This along with
identifying ownership/responsibility of the War Memorial has been ongoing.
 Bridge repairs. The footbridge over the burn at the Village green is in need of urgent repairs.
The chair has sourced quotes and as yet the CC have been unsuccessful.
 Funding. Funding is a long running issue for the CC. The CC is responsible for a number of
assets within the village, (village green, with core path and footbridge) Burnside wood
(managed by the woodland group on behalf of the CC and Mitchell Trust), the defibrillator
and potentially other areas of ground. There are financial implications with maintenance
and upkeep of these assets. The Community Council have used a number of different
funding options (crowd funding via social media, the WindFarm fund) but recognise the
challenges placed on accessing funding to allow projects to be completed.
Where does KCC go from here?
The next couple of years will see the Community Council develop the Local Place Plan. This will need
to involve the community via information sessions and consultation. The CC will continue to
increase its presence within the village using a variety of channels (Wee Vine, Social Media, Web
site).
4. Secretary’s Report, Michaela Yates
Michaela took on the Role of Secretary in July 2023. A written report was provided to the CC
Summary of work she has undertaken:
 She processed thousands of emails with clearly defined labels in gmail and folders in Google
Drive, including past agendas, minutes and police reports
 Reduced clutter in community council email by blocking spa. And unsubscribing from
extraneous emails.
 The email account was made available to all current members of the community council.
 Significant involvement in the joint community council effort to challenge the proposed
council cuts which would have a profound impact on rural communities. A notable success
in the joint venture was preventing the proposed cuts to the X10 bus service.
 Was actively involved in a number of village issues including pursuing information about the
ownership and maintenance of the War Memorial and flooding in the village.
Michaela has indicated she will step down from role of secretary and position on the community
council.
5. Treasurers Report, Robert Clubb
The accounts have been finalised and independently audited by Helen Robb.
Current financial position: we have £2630.77 in the bank account
Opening: £1983.52
Closing: £2630.77
RC to scan and send finalised accounts through to S Bly.
6. Resignation of current office bearers/election of office bearers
Resignations:
 Michaela Yates resigns as secretary and is stepping down from the Community Council
 Derek Parks resigns as Chair, he will remain as a member of the Community Council
