Minutes of the meeting held in Kippen Reading Rooms on
Wednesday 13th November 2024

Residents: 6 members of the public
- Welcome and Apologies
The Chair welcomed attendees to the meeting and gave the apologies. Respects were paid
to the passing of Margaret Beaton and Councillor Beasley
- Adoption of Minutes from the last meeting
The unconfirmed minutes of 9th October 2024 were approved having been proposed by
Scott Crawford and seconded by Ann Milligan.
- Matters Arising from previous meetings
11/09/24.3.1 Bridge Repairs
Expected repair to happen in the next couple of weeks. Funding for this has come
from council funding
11/09/24.3.2 Pavement, Roads and Parking
SC to post on Facebook how to report a pothole issue using “what3words”
CS has emailed CC portal re the Beware of children sign and is still awaiting a
response
SC to raise the issue of the boat and trailer on Castlehill Loan.

Decision needed on next steps

o AM to meet with JG confirm boundaries further information that may be of some use.

o Extension to the Windfarm discussions are ongoing and a revised design has
been shared with the community at two exhibitions on the 19th November
(Gargunnock and Cambusbarron)
o Val Brand has organised leaf collection with details posted on Facebook
o Pension Credit information to be shared on Facebook (CS)
o The second stage of the Big Conversation 2025/26 will take place in January
and February where the council will be asking for more detailed proposals on
ways to save and raise money.

- Treasurers Report
o Previous 3 months expenditure is £36
o Current balance £2,428.35
- Councillors Report
o No councillor present, BR has contacted Stephen Bly as not due a councillor
until December.
- Bridge repair
o BR contacted Stephen Bly re ownership of the core part and bridge, awaiting
a reply
- Local Place Plan
o Agreed to complete the community action plan first. Then we can pull out the
main things that the community is looking for.
o Deadline April 2025
- Community Action Plan
o Need to consult with the village on the community action plan so that we can
include this when deciding on how to use the monies from the windfarm. As
well as any other funding that could be secured. Questionnaire to be
developed based on previous consultation and the further thinking since. (BR)
o Link with the Support of Climate Change Mitigation.
- Community Council Elections
o We currently have 6 members. Vacancies to be advertised on Facebook.

o Page to be set up to enable KCC members to post information only.
o The page is to link to the other Kippen community pages automatically
sharing information.
o The new page is to be advertised.
o About link to be put on the website. Also look to see if a post on the website
can be automatically linked to the Facebook page e.g., minutes
- Wildflowers on the Village Green
o On the Verge have provided advice on how to turn the Village Green into a
wildflower meadow. The first phase is to plant Yellow Rattle in the next few
weeks. Volunteers are needed to help clear areas for planting request to be
put on Facebook (CS).
- Playgroup
o The KCC has given permission for the Playgroup to have dedicated use of
part of the woodland. This will be used to develop into a woodland outdoor
nursery. The first phase will be to erect some storage with the second phase
to erect some sort of structure. All developments of the area will be
sustainable and in keeping with the surroundings whilst safe from vandalism.
o Linking in with the wider picture around the Community Action Plan and also
the Local Place Plan the playgroup has been asked to put some thought into
land usage for young people in the village.

o Tie in with the Kippen sustainability group in regard to this (BR).
o Separate zoom meeting to be set up (CS).
- Future Meetings
o Reading Rooms to be booked for next years meetings (Feb-June). (CS)
- Round Table Discussion
- Village Events
o The village was complimented on the success and effort that was put in on
Halloween and Bonfire Night.
o SC’s children did an excellent job placing the wreath on behalf of the KCC.
o Christmas market to be help in the Village Hall on the 30th November.
- A811
o Drainage veins have been put in on the A811.
o Blue petrol sign has been painted over.
- Water Quality
o Local resident raised the issue of water quality in the village. Issue has
been raised with Scottish Water.
- New Pavement
o Local resident raised concern that the new pavement feels like it is
going to be slippery. SC to raise the issue with Stephen Bly.
- Speeding on the Fore Rd
o KCC has received confirmation from Stirling Council that a 40mph limit
will be put in place on Fore Road prior to the 20mph.
- Scott Brae Display
o Local resident raised the issue of the condition of the display sign and
what could be done to repair and maintain it. KCC not aware of who owns
it but will investigate (AM).
