Minutes of the meeting held in Kippen Reading Rooms on Wednesday 9th October 2024

- Welcome and Apologies
The Chair welcomed attendees to the meeting and gave the apologies
- Adoption of Minutes from the last meeting
The unconfirmed minutes of 11th September 2024 were approved having being proposed by Scott Crawford and
seconded by Derek Shanks.
- Matters Arising from previous meetings
11/09/24.3.1 Bridge Repairs
BR has emailed Councillor McGarry, awaiting reply
Woodland group have supplied details of a couple of contractors
Possible funding stream identified by V Brand and passed to BR
11/09/24.3.2 Pavement, Roads and Parking
SC emailed Councillor McGarry all the identified road/pavement issues. Councillor McGarry forwarded to
the Council who asked for each item to be submitted as an individual ticket. SC raised each of the points as
an individual ticket via the CC portal
Stirling Council due to replace the pavement from the school down to the cross during the school holidays.
Local residents have been notified.
Email sent to school and Community Police Officer regarding issues with parking and primary age children
cycling around the rounds dangerously
CS has emailed CC portal re the Beware of children sign.
11/09/24.3.3 Glass Recycling
Reply received from Alan Rigby (Waste Collections Team Leader) regarding the glass container.
“Thank you for your enquiry, we are unaware of owing any particular Glass container here”
11/09/24.3.5 woodland/Community land ownership
AM has contacted J Gaywood who is the chair of the Mitchell Trust. The Mitchell Trust own a portion of
Kippen Woods, including the section with the football pitch and buildings as well as the reading rooms. Both
of these assets are managed separately from the trust with individual committees and in the case of the
Football field a registered charitable group (Kippen Sports Development Ltd) which have a lease for the
football field and pavilion.
The remainder of the wood is the responsibility of the Community Council. The lad had previously been part
of a second trust which was dissolved by the then Minister (Rev MacDonald) disposing of the land into the
hands of the Community Council. If the community Council is not in existence the assets revert back to
Stirling Council
AM to meet with JG confirm boundaries further information that may be of some use. (AM)
11/09/24.7.0 defibrillator
Electrician has rescheduled for 18/10/24 (RC)
11/09/24.7.0 cars at the Cross
Cars were removed the day before filming took place on Rennie’s Loan
11/09.7.0 Bus Shelter
Val Brand, member of the public has swept of the bus shelter
11/09/24.7.0 Conformation of ownership of land and tree removed at the Nursery
MB received conformation from the Rural Housing that the land and tree were not there’s so therefore the
councils who had actioned the works
- Matters for Discussion
- Police Report
o Theft – report of attempted theft of two motor vehicles received when local residents were awoken
by a loud smashing sound. Male discovered in the driving seat, was arrested , cautioned and
charged and a report submitted to the PF.
o Incidents of note – a number of attempted house breaking in local village.
- Correspondence
o New Protocol for Minor Injuries, NHS 111 must be contacted and an appointment will be issued. To
be added to website.
o Cardross Bridge – expected to be closed until February 25.
- Planning/Applications/Decisions/Appeals
o Nothing of note
- Treasurers Report
o Previous 3 months expenditure is £36
o Current balance £1836.77
- Councillors Report
o No councillor present, BR has contacted Stephen Bly as not due a councillor until December.
- Bridge repair
o BR contacted Stephen Bly re ownership of the core part and bridge, awaiting a reply
o Application forms for the WindFarm monies were received but the deadline was too tight to get
quotes for the application.
- Defibrillator
o Covered in matters arising
- Local Place Plan
o RC has contacted Joyce Firth at Thornhill CC and she is happy to have a discussion with Kippen
CC members in how they have used some of the tools available.
o BR has had a look at the LPP toolkit which is now available

- Round Table Discussion
- Sustainability event
o CS and AM attended the event in Kippen Village hall. There were about 60 villagers there and an
number of different organisations.
o CS spoke to the ‘One the Verge’ representative with regards to Kippen Green
o All members in agreement to make further contact to see if this is a route forward for the green
(CS)
- Facebook Account
o Other local CC’s have a ‘socials’ presence through Facebook, using it as a means to disperse
information.
o agreement by all members that KCC should set up its own Facebook account to post
information out to the village. This protects individual members from being trolled as has
occurred previously when posting on KCC business. (CS)
o Suggestion the new account could be used to ask the village for any information regarding
the plaque placed at the top of Scott Brae
- Wee Vine
o Article has been sent, copy for next issue will be collated (BR)
- Burnside temporary pavement hole cover
o As a result of numerous contacts to Open Reach by the new residents (June ’23) a temporary
bright yellow cover was placed over a crumbling Open Reach access point. Resident has
enquired to the CC regarding repair. AM to speak to resident as they have had a number of
contacts with Open Reach regarding the hole.
- Cauldhame verges
o Member of the public raised the uncut verges along Woodstone Rd.
o AM explained the Council verge cutting has changed this year with only verges that could
are classes a a risk to visibility for drivers are cut. This is apparent on the A811 where verges
around side roads and driveways have been trimmed. Some farmers may trim the verges
when they are trimming their hedges
- Buses
o Val Brand (aka the Bus Lady) gave an update from the most recent passenger transport
forum.
o There will be tweeks to the X10/10a afternoon timetables to hopefully improve timings.
This is due to start 28/10
o McGills have agreed to have designated drivers operating out of The Balfron depot. This
should help with driver knowledge of the roads and regular rural customers.
- Pavement ownership
o Local resident has forwarded copies of maps from Stirling Council identifying pavement
ownership and which areas the council maintain but do not own
o It is noted that the map provided is not correct as it states the north side of the street (past
Rhubarb Lime, Kingdom Court, Cross Keys etc) is council owned.
- Kippen Football Club
o Paul Goodwin explained that Kippen Football Club is now responsible for all football within
the village, from the kids (primary age boys and girls), junior academy, veterans and the
Monday night 6 aside (played at McLaren Astro pitch during the winter). They have an
application in with Sports for Girls to help deliver girls football across local primaries.
- Speeding on the Fore Rd
o Paul Goodwin stated it was 14 months since the council had agreed to create a graduated
speed policy entering the village on the Fore Rd, this would be 60, 40, 20.
o He has repeated contacted the council to find out when the actual signage will be put in
place but has had limited success in getting hold of the appropriate staff. He requested that
the CC could raise it through the CC portal to see if it would speed up the actual
implementation.
o Agreed a ticket would be raised on the portal – note the following day PG was contacted by
SC to confirm statutory notices have been agree and will be issued in the next fortnight. The
process will take about 12 weeks and covers the Fore Rd and the Fintry Rd entries to the
village. The placement of the flashing 20 sign will also be looked at on the Fore Rd.
- Paul Goodwin potential planning
o PG explained he owns a field of the outskirts of the village (before Larne Cottage). He has
previously applied for planning permission for a small motorhome ‘Aire’ style overnight site,
and house. The planning permission was declined as the Scottish Government felt the site
was not big enough ie they wanted more pitches. He is now considering his options and is
aware the community have input into the the Local Place Plan.
o His options
- a) build single house and business with increased motor home spaces
- b) Build 4/5 houses including owners
- c) Sell land to developers who could place it in their land bank and build on in the future.
This is likely to be a much higher density of houses similar to other modern schemes
within the village.
o PG stated he is looking to have an event that member of the public can come and see the
options.
- Kippen Bonfire
o The Kippen Cubs Bonfire is on Friday 1st of November. Further information will be placed by
the organisers across Social Media and local shops confirming times.
