Kippen Community Council

Approved Minutes of the Meeting held in Kippen Reading Rooms

on Wednesday 11th September 2024

Present: Barbara Ross (chair), Robert Clubb (Treasurer), Christine Stewart (Secretary), Scott Crawford

(vice chair), Ann Milligan, Margaret Beaton

In Attendance: Councillor Gerry McGarvey

Apologies: Derek Shanks

  1. Welcome and Apologies

The Chair welcomed attendees to the meeting and gave the apologies

  1. Adoption of Minutes from the Last Meeting

The unconfirmed minutes of the OGM held on 12th June 2024 were approved having been proposed

by Ann Milligan and seconded by Scott Crawford.

  1. Matters Arising from Previous Meetings

3.1 Bridge Repairs

Paths for All funding might be available to us. There is also funding that the Woodland group

applied for that we might be able to tap into. Gartmore CC have a paths group that might be

able to advise. Barbara Ross to send email to councillor Mc Garvey asking for help to identify

funding, explaining the situation, including the issue of the 0.1 mile that we fell short for

funding.

Barbara Ross to also check whether the funding bodies used by the Woodland Trust could

be a source of funding for the bridge repairs.

Val Brand has offered to check with Buchlyvie CC to see how they got funding for steps.

30th Sep application form for the Kippen Trust Fund can be match funding in kind ie.

Community hours spent working in the area. Barbara Ross to get at least one quote for the

repairs to be able to complete the application check with the woodland group.

3.2 Pavements, Roads and Parking

Scott Crawford to forward emails onto the councillor regarding the state of the road. A

separate email to be sent regarding the boat and trailer on Castlehill Loan as to whether it is

a permanent feature and any safety issues. Pavement outside Skinner Butcher shop in

disrepair. CC believes that this is owned by Skinners but are to send details to the councillor

as well.

Parking opposite the school is still a problem. Scott Crawford to raise this plus the children

cycling dangerously at the Oakwood T Junction with the community police officer and

councillor McGarvey. Also, to engage with the school directly to provide the school with the

fact that the CC has raised this with the police and the councillor.

Christine Stewart to investigate getting a “Beware children playing in the street” sign for

Oakwood junction.

Note: There have been traffic wardens booking cars in the village.

3.3 Glass recycling area.

Still no clarity on ownership of this, Councillor was to raise a ticket for but as we have had no

response Barbara Ross is to send an email to councillor McGarvey.

3.4 Libraries

We have been asked to complete a questionnaire regrading library usage. This is to be put

on the Kippen Facebook pages to encourage community to contribute. The CC should also

put in a form. Christine to do this.

3.5 Woodland group

Barbara Ross has confirmed the ongoing maintenance arrangement. Also checked insurance

via Stephen Bly. There has been a suggestion that the CC sign over their part of the

woodlands to the Mitchel group. Ann Milligan is going to get more information to help us

make the decision.

  1. Treasurers Report

Payments made for ICO and the Defibrillator cabinet.

  1. Councillors Report

In the July general election, the then Stirling Council Leader, Chris Kane was elected as an MP.

Margaret Brisley will become the new Stirling Council leader with Gerry McGarvey appointed as

Depute.

  1. Matters for Discussion

6.1 Police Report (see appendix 1)

Fraud

Christine Stewart is to disseminate the fraud incident on Facebook to raise awareness.

6.2 Correspondence

6.2.1 Cardross Bridge – closed for 6 months but the road signs are not up to date. Councillor

McGarvey was at a recent meeting and has been assured that it should not take longer than

this.

6.2.2. Buses – tweaks to the timetable at the end of October. McGills is to be audited with a report

at the end of December. Waiting for the council regarding the budget cuts and the impact on the bus

service.

6.3 Planning Applications/decisions/appeals

Nothing of concern

6.6 Defibrillator – Robert Clubb

Electrician to come and fit it on the 20th Sep.

6.7 Local Place Plans

Started looking at the questionnaire. Robert Clubb to contact Thornhill to see what they did

regarding the process.

  1. Round Table discussion

 Rope Swing – CC was to investigate with Stirling council ownership of the land.

Stirling council has already been contacted and the swing is to be removed.

 Tree Removed in Oakwood – Rural Housing owns the land and the tree was removed

as it was dangerous. Margaret Beaton to confirm this when she attends the Rural

Housing AGM.

 Abandoned Cars at the Cross – These are on private land but Scott Crawford to raise

the issue with the community police officer

 Sign A811 – the blue sign on the A811 still shows petrol available in the village. Scott

Crawford to add this to the email regarding roads

 Bus Shelter – the bus shelter is needing cleaned. New plan for cleaning bus shelters

is to be issued this month Christine Stewart to report where the Kippen shelter

appears.

 Balfron High School – consultation has begun regarding a change to the school day

for the 25/26 session onwards

 Wee Vine – article was not included in the latest version so will be carried forward to

the next.
