Plean Community Council AGM

7.30pm 20th May 2024 East Plean Primary School

Attendance

Zoe Nolan (Chair), William Silvestro (Vice Chair), Scott Richards (Secretary), Robert

McWilliam (Treasurer), Catherine Anne Robertson, Leah Easton, Wendy McAlpine

(Minutes), Sharon McGrouther (CDO).

Apologies – Neil McCambridge.

Declaration of Interest Agenda items – none advised.

Chair Report

Zoe welcomed all to the meeting. The Community Council have found their feet and

become established in the community. Lack of information from Stirling Council and

Police Scotland causing frustrations as unable to cascade info to the community as a

result.

Treasurers Report

Income £158.00 donated by Bank of Scotland due to banking issues(unrestricted),

Admin grant of £385.87 from Stirling Council, £290 Minute takers grant. Total income

of £883.87. Expenditure £334.13 on stationery and £160 on minute taker (less due

to late recruitment of minute taker, £130 will be c/fwd or deducted from following year

grant) £32.40 on poppy wreath. Balance to be c/fwd £307.34. Accounts have

been audited and will be sent to Stirling Council by Treasurer.

Election of Office Bearers

Chair - Scott Richards, proposed by Zoe Nolan and seconded by Robert McWilliam.

No other nominations and Scott happy to accept Chair role.

Secretary – Zoe Nolan, proposed by Scott Richards and seconded by William

Silvestro. No other nominations and Zoe happy to accept Secretary role.

Treasurer – Robert McWilliam, proposed by Catherine Anne Robertson and

seconded by Zoe Nolan. No other nominations and Bob happy to continue as

Treasurer.

Zoe asked if all existing members were happy to stay on the Community Council and

all agreed.

Elected Members Update – no elected member attendance at AGM.

AOCB – Looked at ideas to increase community attendance and awareness of

meetings. Could perhaps host a drop-in session before meetings to engage village,

weekly social media posts to introduce Community Council members to the village

on Community Council Group Facebook page, social media posts before meetings

to advise of Agenda items to be discussed and Local Councillor attendance. Put

information in Community Council noticeboard and old movie house notice board

with relevant information such as how to report vermin problems, forthcoming

events, important contact information, future meeting dates etc.

Plean Community Council Facebook page was set up as a closed group but could

be set up in a different way to increase visibility to community and beyond, currently

there are 203 members.

Community Council suggestion box in library to be looked at for anyone that doesn’t

have social media access or able to attend meetings. Really good idea to get

suggestions for the Place plan moving forward.

Benches for location in the village discussed and will be investigated.

Competition run by CC for school to design a CC logo. Parent council/Headteacher

to be contacted regarding this.

PCC can apply twice a year for grants from Stirling Council for ongoing benefit of

community. Closing date end of May 2024 for current one. Ideas to be put forward

and discussed. Catherine Anne suggested that a possible bench opposite the

mining disaster memorial, bench costs and procurement options to be investigated.

Social media post could be done asking what community think is missing from the

village that grant monies could be used for. (up to £800 available with caveats)
