Minutes Actions
- Welcome
Joan Murphy welcomed everyone to Riverside Primary School (RPS) and
current Riverside Community Council (RCC) members introduced
themselves. Joan Murphy reported that according to UN data, the number of
woman dying while pregnant or in the 6 weeks after birth has dropped by 34%
between 2000 and 2020.
- Declarations of Interest
No Declaration of Interest was recorded.
- Approval of Previous AGM Minutes
Minutes for 2023 AGM adopted. Fiona Berrow proposed; Carol Robertson
seconded.
- Chair Report
Joan Murphy summarised the functioning of the RCC and its activity in
the previous year:
RCC is made up of 8 community councillors and 5 associate members,
with a vacancy for one more councillor. RCC communicates by using its
website (https://www.riversidecommunitycouncil.co.uk), email,
noticeboards around Riverside, items in the Stirling Observer and a
community WhatsApp group.
- Active Travel Subgroup (Ashleigh Phillip):
- aims to encourage Riverside residents to walk, wheel, cycle or use
public transport whenever possible, and to advocate for better public
transport as well as safer, more accessible pavements and streets.
- a regular Active Travel newsletter is available on the RCC website.
- there has been a Community Advisory Group established to consult
regarding the development of Active Travel routes from Ladysneuk
Road to Forthside via Riverside.
- Environment Subgroup (Di Alderdice):
- regularly holds litter picking events and holds the litter picking
equipment for all of Stirling District, which can be borrowed by groups
at any time.
- organic build up and detritus around the Pontoon has been reported to
Stirling Council and cleared.
- 32 residents expressed interest in being involved in gritting the
pavements during icy weather. The equipment is being stored at the
Riverbank centre.
- a speaker from Treelink came to February’s RCC meeting to talk
about their aims in increasing tree cover in Stirling
- SEPA opened a consultation regarding flooding, running until 24th
June (https://tinyurl.com/mrxnpy3m)
- Waverley Park: complaints have been made to Stirling Council
regarding the condition of the play equipment in the park and the
disabled access. Ashleigh Phillip has met with Cllr Thomson, who has
escalated the issue.
- Planning Subgroup (Parvin Morrissey and Andrew Fraser):
- there has been little affecting Riverside in the past year, except the
closure of Abbey Road Market and its proposed development
(23/00474/FUL) and development on Abbey Road Place
(23/00720/PPP).
- a new programme, RAMPS, helps track individual applications on
specific dates to aid transparency.
- Defibrillators (Chara Parraco):
- all 3 defibrillators in Riverside are now registered with Circuit UK
(https://www.thecircuit.uk) so that they can be found in an emergency.
New pads have been added this year, with ongoing fundraising this
coming year to raise money for new batteries.
- Old Harbour Woods (Di Alderdice):
- works on the riparian woodland along the path from Shore Road to
the Premier inn.
- has received a grant from Community Pride for the work, with a
current application seeking to continue and extend the work.
- Accessibility Issues (Lorna Smith)
- McGills buses have been contacted regarding safety on local buses.
- Forthside Masterplan
- speakers from Stirling Council attended January’s meeting to explain
the new plan (https://engage.stirling.gov.uk/en-
GB/projects/forthsidemasterplan)
- regular meetings with Stirling Council were requested by the RCC as
the development is so close to Riverside, but there haven’t been any
yet.

- there has been little follow up from Stirling Council regarding the
parking trial around RPS in 2022, except occasional parking
enforcement officers.
- there has been no further development in the plan to add 2 zebra
crossing in Riverside, despite assurance from Stirling Council that they
would be installed.
- RCC have forwarded to Stirling Council complaints from residents
about the new traffic lights at Goosecroft Rd/Shore Rd.
- signs are now in place on Dean Crescent to emphasise the speed
restrictions.
- signage at Lovers Walk has been approved to give advanced warning
of the height restriction of the railway bridge.
- Christmas Parcels (Joan Murphy)
- 47 older residents received a parcel in December made up of
donations from local residents.
- Treasurer’s Report
Income:
In 2023-24 we received £309.87 administration grant, £1,500 Community
Pride funding and £600 from Forth Environment Link Climate Hub.
The total income was £2,409.87.
Expenditure:
In 2023-24 we spent £195.46 of our administration grant (£120.46 on our
website, £35 on ICO registration and £40 on venue hire for Community
Council meetings). £537.93 was spent on noticeboards and £443.38 of the
Community Pride funding was spent on the Old Harbour Woods project.
The total expenditure was £1,176.77.
- Appointment of Office Bearers
Current Office Bearers resign.
Stephen Bly took time to thank the members of the RCC, including
associates, for their work.
