1.   Welcome

Joan welcomed everyone to Riverside Primary school. New members and associates were introduced:

Nitish Ramparsad and Katy Allen – social activities and fundraising

Creagh Warren – communications

Judi Legg – environment, Harbour woods etc

Gillian Armstrong - accessibility

Good news item: Egypt has been declared malaria free by the WHO becoming the 44th country to stamp it out

 

2.   Declarations of Interest

No Declaration of Interest was recorded.

 

3.   Approval of Previous Minutes

Minutes for November were adopted.  Proposed by Carol Robertson seconded by Fiona Berrow

 

4.   Matters Arising from previous minutes not to be addressed  within the meeting

Phone box – no news

Andrew went to a ‘way marking’ meeting looking at signage in Stirling. It is hoped that changes can emphasise the historic heritage of Stirling and increase the footfall in the town. The group will meet again and put forward some proposals

Di has been following up the issue of monitoring water levels in the river:

Amy McCarron will send us some more information.

        a.   Chair

Forthside Masterplan 

Sharon Marklow is meeting with some CC members for a walk around the site on Wed 19th Feb at 10am.

Green Space

Michaela Jackson had a meeting with members of the CC and

Riverside Naturally on 22nd Jan. Paul Cronan of Jacobs Consultants

(design company) was present. They have listened to our comments and ideas. 4 zebra crossings are to be installed. We would like the changes be low maintenance, incorporate wooden furniture, a simple play area, and a water source.

Areas which will be looked at are:

•      The ‘hammerhead area’.

•      Jct into Ronald place

•      The crossing into the Old Harbour Woods,

Michaela and Paul will come to the Feb meeting of the CC

Communication

A simple template for recording meetings is available.

Website: Thanks to Pat Morrissey for maintaining the website for the last 18 months. Creagh Warren has now taken over. People will be encouraged to contribute photos of Riverside to the CC website for a gallery of photographs. Send photos to the CC email.

Creagh will take photos of CC members for a poster which will be displayed on the notice boards.

II.      Consultations and funding opportunities

Steven Bly has advised that adverts from local businesses on CC website could be approved on a case by case basis.

He also advised that local fund raising initiatives should be submitted to SC for approval regarding public liability insurance and potential effect on local businesses.

III.    Correspondence SC has advised that bin collections are changing. Residents will receive a letter outlining changes.

Income:

Several items were refunded from the Old Harbour Woods expenditure (one item was returned as it was not suitable, the other was not delivered) so £21.26 was transferred back to the Community Council account.

Expenditure:

Printer ink (£66.47), Blu Tak (£2.00) and paper (£4.75) were purchased for the notice boards. Five more mugs (£17.50 from Covid-19 support funding) were bought for community members to use at Community Council meetings. £150 of Old Harbour Woods funding was spent on a first aid training course.

Balance:

We have a total of £545.74 in the bank account. This consists of

£171.35 of unrestricted funds, £203.83 of administration grant, £80.00 of minutes grant, £38.83 of notice boards funding, £1.08 of COVID-19 support funding, £24.65 of Old Harbour Woods funding and £26.00 of seed grant funding.

Sub-Groups

Accessibility Issues (Gillian)

‘Fix my street’ app allows users to report local issues like potholes, streetlights, or litter to their respective councils, and it works. Any accessibility issues should be reported to CC email and can then be forwarded to Gillian.

Communications (Creagh)

Riverside WhatsApp group supports what the CC does and can be used to communicate news to the community.  Information and a link to CC email/website will be posted on the notice boards to facilitate new members finding out about the WhatsApp group and applying to join.

Riverside Social (Nitish and Katy)

Will aim to facilitate local fund raising and community building events. For example, open gardens, donations for grass cutting etc. Steven Bly said Council would have to approve these initiatives for public liability and check there is no detriment to local businesses.

Defibrillators (Chara)

Starting balance 2024 was £1684. £540 raised during 2024 giving combined total of £2224. Batteries to be replaced this year at cost of £900. Pads to be bought in 2026.

 

 

Environment

Old Harbour Woods: Community pride grant has been spent and lots of work was done in 2024. CSET grant of £10,000  has been awarded and SC has approved plans to utilise this money to increase biodiversity. Pathway will be closed for a couple of days to allow some trees to be taken out on 20/21 Feb.  Aim is to create more of a wetland area which minimises flooding and cleans water flowing from the road to the river. Benches and use of a horse logger will also be funded.

Is it worth engaging with ‘Place Plans’? Pauline Roberts is liaison.

Gritting group The Riverside Gritting group was set up to try and keep the pavements frost and snow free and make the community a safer place.  We have 26 names in our WhatsApp group and 4 zones with zone leaders coordinating their groups

Risk assessment has been completed

All equipment (provided by SC) has been distributed. to each zone - gritting bins, spreaders, high viz tops, gloves and shovels

Many thanks to all the volunteers for their support.

Some concerns regarding the brown rock salt in-the grit bins it is very wet and difficult to spread, it keeps getting stuck, this has been raised with Stirling Council.

*GRIT MUST NOT BE SPREAD ON CAMBUSKENNETH BRIDGE DUE TO

CORROSION ISSUES. STIRLING COUNCIL USE A GLYCOL-BASED COMPOUND FOR THIS*

Roads and Parking (Andrew)

Andrew has completed a report for Cllr Gibson on Cambuskenneth Bridge, regarding the shared space issue. 

In response to Riverside Community Council’s expression of concern about the trip hazard on Goosecroft Road at the signal controlled junction with Seaforth Place, a dismissive reply was received from Stirling Council’s Team Leader, Programme Development, Climate Change and Sustainability, which ended: "Having reviewed both the layout and content of the safety audit I can confirm that I am content with the response and believe it is proportionate to the risk involved.”

The meeting did not find this acceptable, and Andrew will pursue the matter further in due course.

 

        7    OAB

Lovers Walk. Conflict between bikes and pedestrians occurs twice a day at start and end of school day. Ashleigh will speak to pupils and parents at the school regarding this. Other ideas to improve safety:

•      Replace bollards in the path to slow cyclists down.

•      Install wide angled mirrors.

•      Improve street lighting.

•      Install orange flashing lights.

•      Speed sensitive lights.

•      One way system for cars but 2 way lane for bikes.

Other issues include litter, graffiti, mud, pigeon faeces (health hazard).

Network Rail are responsible and should pay for improvements. However the footpath was possibly built after the railway, so they may deny responsibility??

Cllr JT to follow up idea of putting in a cycle lane on the road.
