  1. Welcome

Joan Murphy welcomed everyone to Riverside Primary School (RPS).

The monthly positive fact: an international team of scientists from King’s College London

(KCL) and Swansea University teamed up with colleagues in Chile to develop an asphalt

that mends its own cracks. The asphalt contains plant-based spores that are packed with

recycled oils. When the road is compressed, the oils seep out, softening the bitumen to seal

  1. Approval of Previous Minutes

Minutes for April adopted. Fiona Dyet proposed; Carol Robertson seconded.

  1. Matters Arising from previous minutes not to be addressed within the meeting

Phone Box on Millar Place: There was a notice in the paper that BT are removing all

boxes except the red ones. Decision was to hold off on deciding what to do in that space

until the box is removed.

Stirling Studios: Joan Murphy has been in contact with Sharon Marklow at Stirling

Council, who reports that the work at the Stirling Studios site is still progressing well,

including on Meadowforth Road and on buildings 135 and 136. There will be some detailed

communications from Stirling Council in mid-June to coincide with a ministerial visit.

  1. Treasurer

We currently have £435.53 in the bank account of which: £164.44 is unrestricted funds;

£165.09 of administration grant; £80.00 minutes grant; and £26.00 of seed grant funding.

May Income:

No income was received in May.

May Expenditure:

£26.57 was spent on refreshments for volunteers working on the Old Harbour Woods

project.

Police Report: Encouragement to residents to check garden security of back doors and

garden buildings, as there have been incidents reported recently.

Telephone Network: Aiming for a 2027 transition, the telephone network will be digitised.

Landlines will continue to work but will need to be connected to a modem to function. FD

wondered the role of RCC in helping older residents change their landlines.

Pontoon Park: There has been concern about damaging the tables with temporary BBQs

over the recent period of hot weather.

DeFibs: A recent craft event raised money for a new battery and new pads for a

defibrillator at the Bowling Club.

Road Names: The new road in the Forthside development has been called Armoury Road.

  2. Accessibility: AP reported an increase in the amount of pavement parking in

Riverside. AF questioned whether there was any progress with the School Streets

project.

  1. Active Travel and Sustainable Transport:

Waverley Park: All the play equipment has been installed and the park is well

used. The central unit in the sand pit is approved for replacement, with AP planning

to ask the RPS nursery for feedback on choices. Funding for adding paths and

accessible equipment is being sought.

Engage: There are several items for public consultation on Engage regarding plans

for Active Travel Routes around Stirling (https://engage.stirling.gov.uk)

Green Space/Shore Road Park: The Green Space has now officially been called

the Shore Road park (SRP).

At a recent public consultation, there was negative feedback from residents on

Forth Place about the plans. Residents were concerned about antisocial behaviour

and the space becoming a congregating point for people late at night coming back

out of town. Some residents requested: that the stairs on Shore Road which lead

directly down onto Forth Place have a gate added so they wouldn’t be used by the

general public; that CCTV be installed if the park were to go ahead, and extra

lighting; that there be no benches added or backless benches to deter congregating.

NR put these concerns to Stirling Council. SC replied: the gate at the stairs is not

within the purview of this plan; there is no money to add extra CCTV or lights at

the park; it would be a shame to have a park without benches, and the only benches

available have backs.

It has been agreed that the hedge for SRP will go behind the substation, along the

line of Shore Road. A mixed hedge will be planted by Treelink, with RCC being

responsible for cutting the hedge for the first two years and SC taking over

responsibility afterwards. AP requested not to have any blackthorn or hawthorn in

the hedge that will run along beside the bike line. Money from the contractor firm

Jacobs may be available to install boulders for informal play and potentially pay for

some of the 100m of trees needed.

The final designs for the park have been issued and are in review by Stirling

Council. Michaela Jackson will be at the June RCC meeting to present these final

designs, as will a representative from Treelink. The design will not be open for

consultation at this point. The work is likely to happen over the school holidays.

  1. Environment:

OHW: Work has come to a temporary halt as issues with public liability insurance

are worked out. Alder noticeboards were made recently and students from Stirling

University are meeting DA and Judi Legg to work on interpretation boards on the

woods, the Forth and the biodiversity of the area.

Litter Pick: Riverside holds the litter picking equipment for Stirling, available to

borrow at any point. Contact DA to arrange borrowing it.

Giant Hogweed: The hogweed is due to be sprayed again, but it is unclear when.

NR and DA will retag the areas most in need of spraying. If there is funding

available, JT interested in doing LANTRA training to do more spraying.

  1. Planters: Some of the planters along Lovers Walk are a bit bedraggled. The last of

the seed money to be spent.

  1. Roads: Alexandra Place is to be resurfaced.
  2. Lovers Walk: CR has contacted Bill Reeve (Director of Transport Scotland)

regarding the pigeon poo, seeking a contact who will deal with the issue.

  1. Local Groups:

RPS Fair: Any items to tombola or Adopt-a-Teddy can be dropped off at the

School Office.

Monkey Puzzle Tree: A Monkey Puzzle tree has been planted in Waverley Park without

permission.
