MINUTE OF MEETING
HELD ON: WEDNESDAY 16TH APRIL 2025 AT 19:00

WELCOME
James welcomed and thanked everyone for coming along tonight.
1. DECLARATION OF INTEREST
None noted.
2. ADOPTION OF PREVIOUS MEETING MINUTE AND MATTERS ARISING
Minutes of meeting of 19th March 2025 proposed by James Wigglesworth and seconded by Angela Clarke.
3. CO-OPTING
Lyndsay explained the Co-Opting process. One member can be Co-Opted and the remaining, as Associate
Members without voting rights. Attendance is required at three meetings to become a full member; this
attendance is not required by Associate Member. A Co-Opting Nomination form was completed by a resident
who had previously expressed interest to become a Community Councillor, this was countersigned and dated by
an Office Bearer. Lyndsay McNair received the completed form to pass on for processing. It was decided that at
our next Community Council meeting on Wednesday 14th May, providing Stirling Council confirms nominee
eligibility, a vote would be taken by members present to elect the nominee.
4. REPORTS/UPDATES
Police Update:
 Police Report – PC Capes confirmed 27 detected cases for a variety of offences including theft, vandalism,
offensive weapons & road traffic offences. There are 23 undetected cases for ongoing and at the end of line
investigations. Today PC Capes was made aware of a vandalism to the shed at St Ninian’s Primary School.
There were 295 calls which is a significant increase, St Ninians boundary includes calls for the motorway. PC
Cape was advised that an CC enquiry was received about parking/obstruction at Borestone Primary area and
this matter had previously been raised with the Police. The parking in the bus stop at the Mayfield shops is
ongoing with Stirling Council confirming this is Police jurisdiction, PC Capes advised this is decriminalised and
they cannot issue parking tickets or act on parking violations retrospectively.

 Pavement Parking – Parking violations should be reported through Stirling Council’s web page Report

Elected Member Update:
 Budget – Scott confirmed response received and circulated this afternoon for the Wordie Road Community
Council enquiry.
 Trotting Track – Scott confirmed there are currently no updates from the DPEA.
Sub Groups:
 No updates.
Chair:
 No updates.
Secretary:
 We do not have a secretary at present; the items are covered under appropriate headings by other councillors.
Treasurer:
 James gave update on the spend to date.
Planning/Development:
 Angela advised there are no current planning applications to affect the area. To view and comment on all of
the planning within the council area, details can be found under Stirling Council Planning on the Stirling Council
website. Searches can also be completed using the map facility through the links noted.

5. COMMUNITY COUNCIL BUSINESS
 Chair Resignation – Mike tended his resignation with immediate effect. We would like to thank Mike for all
his hard work and wish him well. A new Chair is due to be voted in at the next meeting.
 Banking – due to the change in Chair banking signatories will be updated.
 Zoom – it was agreed Zoom will now be available on request.
 Wheelchair Access at Mayfield Shops/Toll – the shops do not have wheelchair access and there are no
regulations to enforce this. Mobile ramps were suggested, there are regulations/implications for these.
Lynsay will make enquiries.
 UKSPF Community Grant – the grant is available for certain areas in Stirling including St Ninians. It was
agreed to submit the proposal for the regeneration of the Community Garden at Cultenhove. Lynsay to source
details of previous Community Garden submissions.
 Christmas Lights - Six lamp posts at the Thistle Park have been earmarked for the first phase. An application
is to be submitted for Community Grant funding, and businesses within St Ninians contacted to ask for
donations, installation support, storage etc.
 Wordie Road Fence – A residents meeting was held on 2nd April 2025 at the Civil Defence Club. Residents
agreed to request information on the original planning conditions; this was submitted through Elected
Members enquiries. A response was received today and attending residents agreed to digest, with a view to
the next step, the response will be shared with the residents group. It was asked if a motorway boundary
fence for a residential area should be the same as a fence for agricultural land, Scott agreed to source any
regulations on this.
 Wordie Road Anti-Social Behaviour – there is no change from the ongoing anti-social behaviour.
 Sunnyside Area Anti-Social Behaviour - There is no update and has been passed back to the Housing
Department.

 Litter Picking – A litter pick has been organised at the Mayfield Centre field/pathways. Meet at the Mayfield
Centre Car Park on 10th May 2025 at 12 noon, everyone is welcome.

concerns. Full details are held through the Report It - which is on the Stirling Council Website
6. AOCB
 Visitors Levy Scheme - Meetings have been held in Killin, Callander, Albert Halls & Drymen. Have your say

7. RESIDENTS FORUM / QUESTIONS FROM THE FLOOR
 Mayfield Street – wall at steps to Burghmuir Road has been knocked down with no progress. Angela to
submit a Community Council enquiry.
 Hillview Community Centre – held an Easter Extravaganza throughout the week including silent disco,
easter egg hunt. Served Meals on Wheels. Andy Man’s Club is held on Monday night. Employability Team,
Multiply will be giving adult numeracy lessons. Inspiring Communities on Wednesday’s, stay and play, IT for
parents. Friday for Sip and Sew. See Facebook page Hillview Community Centre
 What is On – local activities are not widely advertised. Lynsay advised if you have a Stirling library
membership you can have access to Stirling Observer and magazines online for free.
 Litter and Poop Bag Bins – the number of bins available throughout St Ninians has reduced impacting on
the correct disposal of dog poop bags. This has been reported through the Report It function with no response
or reference number. James to submit a Community Council enquiry.
 Bus Action Group – No updates.
