MINUTE OF MEETING

HELD ON: WEDNESDAY 19TH FEBRUARY 2025 AT 19:00

IN: CIVIL DEFENCE CLUB (HYBRID), CRAIGEND ROAD, ST.NINIANS FK7 9BP

WELCOME

Mike welcomed and thanked everyone for coming along tonight.

  1. DECLARATION OF INTEREST

None noted.

  1. ADOPTION OF PREVIOUS MEETING MINUTE AND MATTERS ARISING

Minutes of meeting of 16th January 2025 proposed by James Wigglesworth and seconded by Caroline

Hamilton.

  1. CO-OPTING

 Conflict of Interest - Stephen advised you can be a co-opted or full member, and should there be an

item on the Agenda which would result in a conflict of interest you can express this and remove yourself

from the meeting for said item.

 New Members – Mike advised a brief discussion was had on how to garner interest and recruit

Community Council members. It was suggested rather than monthly meetings to have open nights with

speakers, first aid & defib training etc. to engage the community and suggestions are welcome. Mike

confirmed the meetings will be held alternatively at the Hillview Community Centre.

 Update from Stephen Bly – St Ninian’s Community Council is short of two members but is supported

by Stirling Council as communication shows ongoing efforts to co-opt new members. Confirmed all

current members are full members. The co-opting window opened from 19th February. Completed forms

must be countersigned and dated by an Office Bearer before sending to Stephen by the submission

deadline of 12th March 2025. Co-opting will take place at the scheduled regular meeting on 19th March

  1. There is one co-opting membership available. If there are no co-opting submissions, the deadlines

are reset. Stirling Council can assist with leaflets for a leaflet drop to encourage new members.

  1. REPORTS/UPDATES

Police Update:

 Previous non-attendance – PC Spike advised this is due to staffing shortage, annual leave, sickness,

priorities and rota. Two vacancies are currently advertised.

 Police Report - Mike confirmed Police report received, total crimes 50, detected cases of 32 ranging

from breach of the peace, drunk & disorderly and knife crime. There are ongoing issues with drugs and

anti-social behaviour. Advice is to diarise as much information for Council and Police.

 Wordie Road – ongoing issue for anti-social behaviour gravely affecting residents within the vicinity, with

regular attendance by the emergency services and no action taken by Forth Valley Housing. Mike to

send enquiry to Stirling Council regarding the impact on the community and resources and Stephen to

forward to relevant departments.

 Pavement Parking – Police confirmed Stirling Council are responsible for pavement parking. Stephen

confirmed parking violations should be reported through Stirling Council’s web page Report incorrectly

parked vehicles | Stirling Council or call 01786 404040.

 School Parking – Police confirmed they can act for parking on a corner and causing an obstruction

and/or endangering other road users, email StirlingWestCPT@scotland.pnn.police.uk

 Bus Stop Parking – Stephen to provide previous correspondence confirming if the Police or Stirling

Council are responsible for this violation.

Elected Member Update:

 Budget – Neil confirmed the Officer suggestions have been submitted. On Friday 21st February 2025 a

motion from the Administration will be issued on the proposed outcome and the plan on Council Tax. On

Wednesday 26th February 2025 there will be amendments, and Thursday 6th March 2025 will be the final

decisions.

 Local Development Plan – the evidence gathering has concluded and details will be available over the

following months for the proposed developments from 2028 onwards.

 Trotting Track - Mike asked Neil if he had heard anything about the proposed Trotting Track, and there

are currently no updates from the DPEA.

Sub Groups:

 Wordie Road Boundary Fence – No update from Lyndsay McNair at Stirling Council. Both Taylor

Wimpey East and Greenbelt deny responsibility for the maintenance. Taylor Wimpey East intimate they

made payment to Greenbelt for the maintenance, Greenbelt deny there is a contract. No receipt for the

transaction can be provided. Evelyn Tweed MSP’s office advised she is unable be involved in legal

disputes. Stephen requested emails are forwarded to him to follow up.

 Christmas Lights – Stephen to forward Stirling Council’s installation guide. James to source funding

options and relay to Stephen.

Chair:

 Mike confirmed nothing to report. Stephen formally thanked Mike for taking time to meet to progress

outstanding issues.

Secretary:

 We do not have a secretary at present the items are covered under appropriate headings by other

councillors.

Treasurer:

 James gave update on the spend to date.

Planning/Development:

 Mike advised there are no planning applications to affect the area.

through the links noted.

  1. COMMUNITY COUNCIL BUSINESS

 Wordie Road – Suggest involving Stirling Observer as the boundary fence is a safety issue to raise

awareness about the ongoing problem. Suggest contacting Transport Scotland to advise the motorway

is unsafe. Mike to action both.

 Sunnyside Area: Ongoing neighbour noise, litter, broken glass, broken windows and general waste.

Mike to send enquiry to Stephen to progress.

 Underpasses: The underpass at St Ninian’s Parish Church has been bricked up after being painted and

lighting reinstated. It was to be monitored on use. Stephen to investigate and feedback.

 McGrigor Road: Parking is an ongoing issue with work vehicles and speeding. There is also an issue

with drugs and dealing.

  1. AOCB

 Report It Function: please continue to use this in the first instance, to obtain a reference number for all

local concerns. Full details are held through the Report It - which is on the Stirling Council Website

  1. RESIDENTS FORUM / QUESTIONS FROM THE FLOOR

 Mayfield Street – it was asked when the resurfacing of Mayfield Street will be carried out, Neil advised

it was due in October 2024 & January 2025, Neil to follow up. Litter picks are to be arranged, initially at

the Mayfield Centre, and to encourage community engagement. Stephen confirmed PLI is required.

Angela to send enquiry request to Stephen to request the tools, pick up etc. and who can also advertise

the event on the Stirling Community Radio. It was asked if there would be funding other than at Hillview

Community Centre for ideas such as clearing and reopening the path along the Pelstream. A subgroup

will meet to discuss all funding ideas, Angela to organise.

 Thistle Park – it was raised no feedback received for the submission handed to Stirling Council for the

regeneration and safety issues. Stephen confirmed he handed the submission to the Service Area

Manager and were logged to receive a response. These were issued to the Community Council and only

when Stephen had a meeting with Mike he was made aware a number of agreed actions were not

delivered. Stephen to revisit and feedback.

 Bus Action Group – confirmed the No 57 only runs once per hour, although the timings can vary due to

traffic. This will be increased in April to every half hour with two buses running. Electric buses are due

for the No 38 and older buses are to be replaced over time. There will be a fare increase to £3.40.

 Thistle Park – assistance is required to promote and expand a “Pickleball” group to St Ninians and asked

about lighting in the park for evening sessions. Lighting has already been raised with Stirling Council

and Neil suggested liaising with Active Stirling and contacting schools directly. The activity can be

advertised on the Community Council Facebook and Stephen suggested attending Stirling Community

Radio.

 Dry Bar Community – assistance required to open a dry bar for a non-alcoholic social place for all. This

would allow people with alcohol issues to still gather as a community. It can also promote and educate

the youth that you can still socialise without drinking. Resident to email Community Council to forward

to Stephen as an enquiry.

 Museum – suggestion of opening a Museum of Disgusting Food and asked who to speak to as this can

promote tourism. Neil gave details of Creative Stirling and Stephen suggested liaising with Made In

Stirling.

 Pot Holes – resident uses fixmystreet.com to report pot holes and has positive results.
