MINUTE OF MEETING

HELD ON: WEDNESDAY 15TH JANUARY 2025 AT 19:00  

IN: CIVIL DEFENCE CLUB (HYBRID), CRAIGEND ROAD, ST.NINIANS FK7 9BP

WELCOME

Mike welcomed and thanked everyone for coming along tonight.  

  1. DECLARATION OF INTEREST None noted.

2. ADOPTION OF PREVIOUS MEETING MINUTE AND MATTERS ARISING  

Minutes of meeting of 20th November is not recorded as a meeting due to limited number of Community Councillors in attendance.  There being no matters arising minutes of meeting of 16th October 2024 proposed by Mike McCormick and seconded by Caroline Hamilton. 

3. REPORTS/UPDATES  

Police Update: There is no police attendance or police report provided.  Mike to letter the police regarding this, as the last communication was October 2024.  Please continue reporting any information/concerns to Police Scotland Community Officers via email: StirlingWestCPT@scotland.pnn.police.uk by calling 101 or reporting through Crime Stoppers.

Elected Member Update: Scott advised deadline on Local Place Plans is extended to 1st October.  Meeting for Mapping for Local Place Plans on 21st January 2025 between 6 and 7.30pm at Old Viewforth. The Budget is ongoing, community feedback options have been put forward.  In future Elected Members will receive community feedback at the start of the budget process for deliberation.  The timing of the Engagement Survey was raised, being live on 19th December 2024 and closing on 2nd February 2025.  It is felt that due to Christmas, the period of community engagement is truncated.  The Chief Executive has assured Scott the process will start earlier.  It was also raised the use of language in the engagement survey is questionable.  Mike encouraged everyone to complete the engagement survey to have your say on the budget cuts https://engage.stirling.gov.uk/en-GB/projects/big-conversation-detailed-proposals.  The link will be posted on the Facebook page or attend your local library.

Sub-Groups: Buses – nothing to report and next meeting is 27th January 2024Mike asked if the issue with the buses idling at Coxhill Road has ceased.  This was to be monitored but the outcome is unknown.  Wordie Road – no update in relation to the fence, although greenery has been cut back on the residential side.

Chair: Mike gave notice to step down as Chair at the end of the year. 

Secretary: as we do not have a secretary at present the items are covered under appropriate headings by other councillors.  

Treasurer: James gave update on the spend to date.  It was agreed that the meeting will alternative between the Civil Defence Club and Hillview Community Centre once amenities at Hillview have been checked for Zoom.  A First Aid Class can be organised which includes the use of defibrillators already in situ in St Ninians.  Sub-Group to be created to organise funding for Christmas lights for St Ninians.

Planning/Development: Mike advised there are no planning applications to affect the area.  To view and comment on all of the planning within the council area, details can be found under Stirling Council Planning on the Stirling Council website.  Searches can also be completed using the map facility through the links noted.

4. COMMUNITY COUNCIL BUSINESS

Wordie Road – Forth Housing – Ongoing neighbour noise, continual police and ambulance attendance, anti-social behaviour, music and fighting.  Scott advised to letter Forth Housing to point out their responsibilities.  Mike to write Forth Housing and Evelyn Tweed MSP.  Mike requested that all neighbours diarise the events and report these individually to Forth Housing as a concentrated effort for a resolution. 

Mike to request a meeting with Forth Housing.

Sunnyside Area: Ongoing neighbour noise, litter, broken glass, broken windows and general waste.  Mike to contact Lindsay McNair and Stirling Council Housing Department for an update.

Agreed Police attendance is required at Community Council meetings to discuss these issues as there should be more robust policing for anti-social behaviour.

Underpasses: The underpass at St Ninian’s Parish Church has been blocked off each side and potentially bricked up.  Mike to follow up. 

McGrigor Road: Parking is an ongoing issue with work vehicles and speeding.  Under the road traffic act a HGV should not be parked in a residential area.  There is also an issue with drugs.

5. AOCB

Parking: Various parking issues raised in St Ninians area.  It was suggested Borestone Primary provide education for the children’s safety.  Businesses can be lettered for commercial vehicles.  Parking violations should be reported to Stirling Council on telephone number 404040.

Report It Function: please continue to use this in the first instance, to obtain a reference number for all local concerns.  Full details are held through the Report It - which is on the Stirling Council Website

6. RESIDENTS FORUM / QUESTIONS FROM THE FLOOR

Trotting Track: is currently in the hands of the Scottish Government.  A decision is expected soon in line with the DPEA timescales.  Concern remains around this potential application.  This is a substantial development that has been proposed for the area.  The Friends of Bannockburn group has been formed and have a petition, here.  This does not cost anything to lodge any objection you may have regarding the location of this.  They would like to raise more awareness.

Borestone Nursery: Mike generously played Santa at Borestone Nursery’s Christmas parties.

Pelstream Path – It was asked if the path at pelstream can be reinstated now the sewage work is complete. 

Mike to liaise with Lindsay regarding funding. 

Mayfield Centre – A litter issue was raised with a resident volunteering to litter pick.  Mike to follow up as litter pickers were promised previously.

Wordie Road – The litter issue was raised with a resident already litter picking in the area on a weekly basis.  The Community Council will organise a litter pick around different areas with a view to encouraging other residents to take part, this will be posted on Facebook.

Police Presence – It was asked if there has ever been a police presence at the meetingsMike advised due to cuts it’s difficult for police to attend.  It was asked that the police liaison within Stirling Council could attend and represent the police at the Community Council meetings.  Mike will put this request forward. Heritage Board – It was asked if the names of the hills can be added to the Heritage Boards.  Mike to investigate a solution.

Facebook – All Community Councillors will be provided with Facebook administration access.
