James welcomed and thanked everyone for coming along tonight.

  1. ADOPTION OF PREVIOUS MEETING MINUTE AND MATTERS ARISING

Minutes of meeting of 19th April 2025 proposed by James Wigglesworth and seconded by Caroline Hamilton with

amendment to section 5 – Wordie Road Fence. To be change to ‘submitted through Elected member enquiries.’

  1. CO-OPTING

James confirmed Gordon Thomson is eligible to be co-opted on to the Community Council and all Community

Councillors were aware of the co-opting application for at least 14 days. All Community Councillors were present

and unanimously voted Gordon Thomson as co-opted member.

  1. REPORTS/UPDATES

Police Update:

 Police Report – No report received.

Please continue reporting any information/concerns to Police Scotland Community Officers via email:

 Pavement Parking – None reported.

Parking violations should be reported through Stirling Council’s web page Report incorrectly parked vehicles |

Stirling Council or call 01786 404040.

Elected Member Update:

 Black Boy Fountain – the fountain at Port Street will be operational by the end of the week.

 Integration Joint Board Health and Social Care Partnership – monetary issues between Stirling Council

and Clackmannanshire Council at mediation. To be reported to an Elected member if impacting on normal

social care.

 Trotting Track – there are currently no updates from the DPEA.

Sub Groups:

 No updates.

Chair:

 Gordon Thomson to be offered the role of Chair at our AGM on 18th June, and offered full membership at our

meeting after.

Secretary:

 We do not have a secretary at present; the items are covered under appropriate headings by other councillors.

Treasurer:

 James gave update on the spend to date.

Planning/Development:

 There are no current planning applications to affect the area. To view and comment on all of the planning

within the council area, details can be found under Stirling Council Planning on the Stirling Council website.

  1. COMMUNITY COUNCIL BUSINESS

 Wheelchair Access at Mayfield Shops/Toll – resident thank Community Council for making enquiries about

this issue.

 UKSPF Community Grant – discussed funding for areas in St Ninians, Mayfield Library, Hillview Community

Centre, for tools, hanging baskets/planters. Suggest reaching out to Community Groups in Fallin and

Cambusbarron. James to seek clarification if Hillview are submitting the Grant application.

 Christmas Lights – James to email Neil with details to approach OCS for support/initial meeting, with a view

to instruct Stirling Council to structurally access the six lampposts at Thistle Park.

 Wordie Road Fence – residents made Neil aware the response from Stirling Council’s Planning Department

did not fully answer all questions asked. He advised Stirling Council cannot provide any advice, and they

adopted the trunk road but not the land including the fence. Bear Scotland have confirmed the fencing is

adequate for a trunk road. The Factor for Phase 2 Greenbelt has lettered residents advising they will no

longer tend the land which includes the fence on Wordie Road, Phase 1 and confirmed Phase 1 have never

paid a factoring fee. Neil advised residents at Westhaugh, Cornton have created a Resident’s Association to

dismiss their original Factor and appoint a new Factor. Neil confirmed a change to planning with a proportion

of the Section 75 payment was spent on Thistle Park rather than create a small park on Cruckburn Wynd, as

the small parks are outgrown. It was discussed that the land was owned in common by the entire estate and

residents could put the fence back up or remove the fence itself, and plant fast growing trees as a natural

safety/noise barrier. Residents could arrange a meeting or be notified of the intention to allow for objections

or alternatives. Liability was also discussed but as this fence is not a legal requirement, owned by Bear

Scotland, Stirling Council or the Factor, then the wood could be removed/recycled to tidy up the residential

area.

 Wordie Road Anti-Social Behaviour – no updates.

 Sunnyside Area Anti-Social Behaviour – await update from Lyndsay.

 Mayfield Street – wall at steps to Burghmuir Road has been knocked down with no progress. Stirling Council

cannot decide which department is responsible, Neil to follow up.

 Litter Picking – A successful litter pick at the Mayfield Centre Car Park including the sweeping of the Car

Park on 10th May 2025 with 300KG of waste. Neil requested James submits positive feedback to Stirling

Council for the help and assistance from Land Services. It was raised that Milton Football Club who use the

playing field are not picking up their rubbish after training. Angela to source email address of the club to

request tidy up at the end of training or games. Further litter pick arranged for Wordie Road area on

Monday 16th June at 7pm, all welcome.
