Appendix 1 – Latest Planning Lists

 
 

TG summarised significance of Life Plans in aiding SCC to approach Planning issues objectively. JK described what is counted as material consideration and what is appropriate in SCC decision making around planning.

6. Community Life Plan Updates

(CLP’s)

JK explained that due to the holiday period there was no update to declare on the CLP’s but that starting in Sept work would commence on developing a Governance process for updating the CLP’s, and agreeing a method of producing an overarching Local Place Plan from the 3 individual CLP’s to produce a Local Place Plan for Strathard capable of being adopted by the LLTNP into their planning processes. She went onto explain that while the Kinlochard CLP had a steering group ones still had to be put in place for the Aberfoyle and

Stroni/Inversnaid CLP’s and work to progress this would also start in Sept. She suggested that the Kinlochard steering group would work on a pilot governance process which would then be put before the steering groups for the other plans for consideration. She reckoned that it would take around 6 months to complete.

 

7. Aberfoyle Public Noticeboard

8. Kinlochard Resiience

16 representatives of Statutory bodies including Fire, SC, Health and FLS have had 3 meetings to discuss this topic without communication or input with or from SCC. A Kinlochare Resilience meeting was held on Tues 2 nd August including community representatives. SCC agree to working with SC around resilience issues including communication and first aid.

SCC agreed to progress the following:

• Ask Stirling Council to do a feasibility study re risk and resilience comparing when the forest gate between Duchray Cottage and Kinlochard is closed and opened.

• Access FLS board report minutes around access of vehicles in the forest

• Communicate to SC that SCC wish

to work in partnership with them

 

 

 

and that gate option must be clearly on the table

• Request FLS risk assessment with gate open and closed comparisons

• Full risk assessment by SC when forest road is closed

• JK will send full ‘monkey survey’ of community concern to all stakeholders attending the resilience meeting.

• SCC will approach SCT about

taking resilience planning forward

 

9. FLS CEG

JK said that the next Community Engagement Group will be the final with her in the role as Secretary. Nick Lester Davies will assume the Secretary position and FLS will continue to fill the role of Chair. The CEG is still a relatively new forum aimed at facilitating engagement between the community and FLS. It is unclear at this point if it is fulfilling the role the SCC envisaged. To date little FLS policy information has been shared ahead of imminent or immediate implementation negating the opportunity for community reps to influence future direction of policies which could have a negative effect on the communities living and working in the forest. Value of continued participation is under consideration and will be monitored over the next couple of meetings.

 

10. NPA

Housing Needs Study has been completed and findings communicated via an online webinar. David Fettes (Killin) is our new representative on the NPA Board.

11. SCT

SCT directors/Development Officer (DO) have been progressing agreement with SC around ongoing lease of Hub.

KB is progressing transport survey and has spoken to SC. School bus service has been finalized now and SC will now focus

12. Stirling Council

Martin Earl fed back the following as a ward councillor:

First Bus are retaining more drivers following improvements to their terms and conditions. There will be a full review of waste services conducted as it is the most expensive per head in Scotland.

Well done to AVP for running the Aberfoyle Gala, a most successful day supported by SCT Development Officer. GM reperesnted SCT and raised £120 for playpark which will be transferred to SCT bank account to be held together with all playpark monies to date.

Antisocial Behaviour

You are concerned about antisocial behaviour including drunken behaviour.

 

On the 10/06/22 a vehicle parked in the Riverside Carpark near to the rear of the Forth Inn was vandalised with the paint being scratched. Enquiry has found no witnesses or suspects.

Between 1st – 04/07/22 the public toilets at Aberfoyle were vandalised with spray-paint. Enquiries have been carried out and the persons responsible are unknown.

Reports have been received during this time regarding noisy motor cyclists within the residential areas of Aberfoyle. Officers are, when able to, carrying out patrols and monitoring the area in relation to this.

You are concerned about speeding, dangerous driving and indiscriminate parking.

On 17/6/22 PC’s King and Deans were assisted by PC Campbell in carrying out a joint vehicle safety operation with an officer from the Driver and Vehicle Standards Agency (DVSA). This was in response to concerns from local residents in the Gartmore and Braeval area about vehicles travelling on the A81, particularly motorcycles.
Approximately 30 vehicles were stopped and checked, including 9 motorcycles. You are concerned about homes being broken into and travelling criminals.

On 11/06/22 2 males entered the Co-op, Aberfoyle and stole 4 bottles of alcohol. The identity of the persons responsible are unknown.

On 14/06/22 an attempt was made to steal wheels from a motor vehicle in the Aberfoyle area. Enquiries have been carried out and the persons responsible are unknown.

  • The Green waymarked Achray Viewpoint trailsituated near the exit of the Three Lochs Drive is currently closed due to damage to the footbridge. We hope to have this trail re- opened in the coming months.

Loch Ard –

· All FLS promoted trails from Milton remain open but there will be timber haulage wagons on the forest road from Ghlennain Lochan to Milton Car Park from now until November 2022. Please follow all on site signage and advice from operators.

Braeval –

 

  • The blue waymarked Stonefields trail is now open. The harvesting and storm clearance work is complete. Please be aware of timber haulage on the forest road network at here between now and October. Please obey any on site signage and advice from operators.

Lemahamish –

· Please be aware of timber haulage on the forest road network at Lemahamish between now and October. The trail and car park remain open but please obey any on site signage and advice from operators.

Loch Chon –

· Harvesting work has begun on the West side of Loch Chon. Due to the complex nature of the works including challenging terrain and constraints, the work requires the use of a winch to extract the timber. The forest road will have to be closed during this time and will require members of the public to use the Stirling Council road running along the East side of the Loch as a diversion.

· In an attempt to mitigate the closure during the remainder of the school holidays, it is proposed to have weekend access through the site until the end of September. This route closure is due to begin w/c 22nd August.

Bochastle –

· There will be no access to Ben Ledi hill path via the Bochastle Car Park from 22 August 2022. We are about to begin felling operations on this forest road network including a site of diseased larch, infected with Phytopthora Ramorum. Garadhban –

· We have recently had to fell larch trees infected with the disease Phytophthora Ramorum in the Garadhban area. Find out more about how to protect our forest from tree disease here.
