Minutes of the Ordinary Meeting 6th March 2025

2.Minutes from Previous Meeting – Minutes of 06/02/25 proposed by CC and

seconded by NL. No matters arising.

  1. Questions – PM confirmed that no questions had been received by him. GM

raised the point that some members of the public had questioned the road

markings on Manse Rd bridge suggesting it was too narrow for pedestrians and

could be dangerous. LM responded that, in fact, some safety work had been

carried out following a request from residents and that this was the outcome.

Perhaps more signage is required? It was left that it will be established in the

fulness of time whether it causes any problems.

  1. Ongoing business/ enquiries – None
  2. Councillors (SC) – GM said the main news from the Council is the finalisation

of the budget. The Revenue Budget totalled £317M (after allowing for inflation).

He said there was no appetite whatsoever across all Parties for cuts to local

services. All departments had been tasked with listing possible cuts. The main

outcome of that was lots of angst and upset for the population of Stirlingshire.

Locally the services targeted were nursery services, library services and music

tuition. There was no political will to cut any of them yet the list is brought up

year after year. In the end, virtually all the cuts were made from administrative

adjustments e.g. staff churn was stated as 2% and by adjusting to 3% it saved

an additional £3M. Streamlining office software, car expenses etc

Action:

A controversial issue was that of the ‘ring fenced’ car park funds of £300,000 –

couldn’t some of this be used for public transport or DRT services? Also,

Citizens Advice Bureau; there was talk of possible cuts there.

Regarding the Capital Budget, £54,000 is allocated for Aberfoyle’s Flood

Prevention Scheme. This is confusing because it appears to be down by £44,000

from last year and had once been as high as £150,000, yet there has been no

obvious work carried out.

The budget outcome means an increase in Council Tax of 8.8%. Whilst high it

could have been much worse e.g. 15% increase in Falkirk.

  1. Treasurers Report – Appended. Available funds are £4788.42 after hall costs

and Admin/IT expenses. The only question raised (PM) was why the Hall fees had

dropped from £25 to £20. A minor thing but curious.

  1. Police Report – Appended. PM talked this through in absence of Police

Representatives. Other than a disturbance in a hotel on 24/02 and an RTC on

15/02 – (both may result in charges) – there was very little to report for the

period.

  1. Flooding – WS returned to the previously reported saga of the inappropriate

Engineers Report commissioned by SC, with inadequate consultation and

quoting a scheme of an unaffordable £1.6M (see minutes 07/11/24). WS

confirmed that the Flood Group have responded with a detailed and critical

‘comment report’ mentioning inaccuracies, lack of clarity, clear mistakes

leading to unsatisfactory conclusions. Duggie Campbell has looked over the

report and, it is his belief, it is overstated by some £500-750,000! The result is

that SC have agreed to a meeting in due course. WS & GM have also confirmed

they have met to ensure all parties are up to date. GM commented how £1.6M

sounds a lot of money yet £870K was approved to rebuild the Christy Clock and

nearly £500K on consultancy fees relating to Council Offices!

LM raised the issue of individual householders needing to be consulted before

any flood prevention work is pursued (in any particular direction). One house, for

example has experienced repeated damage due to a burn passing beneath it.

WS stressed how individual households should take personal responsibility for

approaching the Flood Group with any specific issues they may have. They are

always open to receiving comments and listening to specific concerns.

NL then raised a question directed to DS about whether the on-going flooding

issues has caused a blanket moratorium on Planning Applications which are

situated on that specific stretch of the B829. Also, NL reiterated his on-going

query of the lack of a coordinated approach between FLS and the Emergency

Services about a ‘right of emergency access’ during periods of flooding. NL will

be writing to LLTNPA in an attempt to establish a definitive answer to this issue.

PM has been in touch with the GM of Forest Hill Resort about the serious impact

the floods on 31/12 had on them in terms of revenue loss. Discussion as to how

to prompt Evelyn Tweed (SNP MP) to exert pressure on SC to address the issue

more seriously. The challenges continue.

At this point WS excused himself and confirmed he would report back as soon

as any progress or otherwise is made.

  1. LLTNPA –
  • DF explained how the Planning Dept has been laden with the on-going

Flamingo Land Appeal to Scottish Government leading to delays in the

Local Development Plan – now scheduled for June.

  • Other news includes a Community Consultation for a potential East

Loch Lomond Community Venison Larder Pilot which seems to have

good momentum.

  • Sustainable Transport remains on the radar but no specific news.
  • The other major consultation underway regards the possible

introduction of a Tourist Tax. No decisions made yet.

  • Recruitment has been taking place for the Seasonal Ranger posts.
  • The Park has a strong wish to celebrate local initiatives that focus on

nature restoration and particularly youth projects. Anyone involved in

the ‘Nature Needs Heroes’ campaign promoting sustainability and

environmentalism or similar should get in touch with The Park to help

inspire others.

  1. SCT – KB and TG were both online to reconfirm the high levels of activity

since the enlargement of the Board of Directors in Sept/Oct last year. Also, the

news that the Lease has finally been negotiated over the former Tourist

Information Centre and it is expected that Cobbs will take possession of the site

very soon. Some refurbishment will be required before opening later in the year.

SCT have had good engagement with Cobbs regarding Tourist Information to be

sited there for walks, heritage, geology etc.

There is still the challenge relating to the Business Hub upstairs. They only have

a three month reprieve before being faced with a demand for Commercial Rent

and Rates (undisclosed amount). KB mentioned that they need to demonstrate a

better ‘Community’ use of the space e.g. youth use, in order to access funding

from the “Thriving Communities Fund”. Any new ideas to build a case will be very

gratefully received.

PM commented how it seemed unfair to go from years of occupation by Visit

Scotland for ‘no rent’ to a commercial rent of circa £19000 pa + rates (as

advertised) for the TIC and then go even further by demanding a commercial rent

for the first floor space.

  1. FLS – Appended is an updated programme of activities. Nothing much to

report.

  1. Life Plans – No updates to report
  2. Planning – Planning report appended. There was only one application during

this period for a ‘change of use’ from houses to hotels/hostels for Crannaig

House, Trossachs Rd, Aberfoyle. There remains 2 overdue applications so little

change from last month.

  1. Roads – Work continues on B829 but the anticipated completion date of 10th

March will not be met and is likely to continue for another week or two. TG

stressed how this has been really tough on businesses at the Stronachlachar

end of the road, particularly for the Pier Café owners. TG made an appeal to

everyone to advertise when the new road opens again and to encourage

everyone to try it out and support the café to help them out. Another comment

was there has been heavy harvesting of mature trees in Loch Arklet area and

concern how all the logs will be transported out. FLS continually state they do

not need to use the road and that timber will be carried on the forestry roads

only. This will be closely observed and only time will tell.

NL confirmed he has regular contact with John Hare and will broach the subject

with him.

  1. Housing – No specific updates. LM confirms that any ‘voids’ have now been

allocated.

  1. AOCB –
  • NL mentioned a consultation that took place in Kinlochard Village Hall

by Scottish Power Energy Networks regarding upgrading of the existing

High Voltage Route passing through the area. (known as YW Route).

There will inevitably be some commercial vehicle usage of the A829 in

order to gain access. That said, some parts & materials may also be

helicoptered in. No dates for works have been given yet.

  • LJ raised that, as a member of Aberfoyle Parent Council, she is involved

in organising a 150 person 10KM run event which is hoping to raise in the

region of £7000 for the ‘After School Club’. She has plenty of help to

facilitate it, using forestry paths, and is hopeful of a good participation

level with limited disruption to the village. Target date is 30th August. LM

mentioned that the FLS schedule of works may prove useful to the

organisers planning the routes, appended to these minutes.

  • KB said please keep an eye on events updates e.g.22nd March Co-op

Food Waste Action at Memorial Hall; 10-12 Oct Festival of Trail Running

  • PM asked LJ if she would consider joining the Council and LJ accepted

the nomination. PM confirmed there are forms to fill and procedures to

follow and he would sort this out in due course.

  1. Close and next meeting – PM thanked everyone for their attendance,

confirmed there will be a break in meetings for April and the next meeting will be

1st May, hopefully to be held at Forest Hills (to be confirmed).

Antisocial Behaviour

You are concerned about antisocial behaviour including drunken behaviour.

On 24/02/25 a disturbance took place at a hotel in the Aberfoyle area. Enquiries are ongoing

but it is anticipated that persons will be charged and a report submitted to the procurator fiscal.

Road Safety

You are concerned about speeding, dangerous driving and indiscriminate parking.

On 15/02/25 a road traffic collision occurred on the A81 in the Aberfoyle area. After enquiry

one driver is the subject of a report to the procurator fiscal in relation to Careless Driving.

Theft

You are concerned about homes being broken into and travelling criminals.

There have been no reported thefts during this time.

Queen Elizabeth Forest Park Trail Update – February

2025

Please find below the February trail update for Queen Elizabeth Forest Park. Storm Eowyn has

seen significant disruption across the forest park. Please bear with us as we assess damage and

carry out repair operations.

We are working to inspect all our trails and routes, however, it will take some time to inspect

and clear all our facilities. We advise you to stay away from any closed routes, windblown trees

and damaged infrastructure until they can be safely removed or repaired, and routes reopened.

Please check the website for your intended destination before travelling.

Millenium Forest Trail – OPEN

Loch Ard

There is a significant amount of windblown trees throughout Loch Ard.

8 Mile Loop - CLOSED: There are large sections of complex windblow on the trail which will

require machinery to safely remove.

Sculpture Trail – CLOSED: There are a number of trees down on the trail and a complex

windblow site on the Rob Roy Cave section.

Lochan Spling Trail – OPEN: Some minor windblow trees that are safe and passable with care.

Forth Valley Viewpoint Trail – OPEN: Some minor windblow trees that are safe and passable

with care.

Gravelfoyle Routes – CLOSED: There are significant sections of windblow trees on all routes.

The Lochan Spling Trail bridge repair is complete with the trail re‐opened. There are still

remedial path works to take place, which will require further closure at a later date. There is still

temporary signage in place but the bridge is accessible.

A harvesting site near Deer Craig / Balleich is ongoing, with some road repairs also taking place.

The Rob Roy Way and Gravelfoyle routes will be diverted Mon‐Fri when operationally necessary,

but open at weekends, whilst work takes place. Please obey and onsite signage and diversions.

The Youth Campsites at Milton are currently closed due to a harvesting site and road repair

operation in the area.

There is a harvesting site near the High Corrie Trail, in Greenburn. The trail remains open but

please obey any onsite signage and advice from operators.

There are two thinning coupes active near Hoish / Badivow. ‐ please obey all operational signage

and advice from onsite operators during this time

Hoish Timber Stacking Yard – The Hoish Timber Stacking Yard is closed to the public and should

not be accessed. This timber stacking yard is extremely dangerous, with heavy machinery

present, large amounts of timber, and day and night operations taking place. For your own

safety please do not enter the yard. There have been an increasing number of incidents with

members of the public accessing the yard, which poses a serious danger to themselves and

operators, as well as halting critical operations. Please obey the onsite signage and do not enter

this area.

Garadhban

Millburn Trail – CLOSED Large amounts of complex windblow across the trail

please be aware that forestry traffic may use the Ben Lomond Overflow car park.

Sallochy

Sallochy campsite is now closed for the season. It is now available for day‐visitor parking

throughout the winter.

The Three Lochs Forest Drive is closed to public vehicles for the winter. It will reopen in Spring

2025.

There are two harvesting sites within the Drive. There will be a small diversion for cyclists,

walkers and riders . Please obey any onsite signage and advice from operators.

Strathyre

The majority of sites in Strathyre are awaiting further inspection. We anticipate significant

disruption in the area and advise not to access these sites until assessments can be made.

Long Distance Routes

We are working to check long distance routes such as the West Highland Way, Rob Roy Way, The

Great Trossachs Path, Statute Labour Road and NCR7. This may take some time to complete.

Members of the public should expect blockages and closures on these routes whilst checks can

be carried out.
