Throsk Community Council Meeting

7pm Tuesday 08 April 2025 Throsk Community Centre

  1. Present: Jimmy Morton (JM) Chair, Ian Corlett (IC) Vice Chair, Fiona McKenzie (FM), Yvonne Dickson (YD) Minute Taker, Resident, Councillor Brian Hambly
  2. Apologies: Bernard Reynolds,(BR) William Liddel (WM) Treasurer, Rebecca Liddell (RL), Paul Ginandrea,(PG) Community Police,
  3. Welcome: (JM) welcomed everyone to the meeting.
  4. Minutes of Previous Meeting March 2025: Proposed (FM) Seconded (IC)
  5. Matters arising: (IC) SC still have not returned to fix the hole for the vermin, they are digging away as there is insulation coming out of the cavities. Environmentally the vermin must be eradicated humanely. Action (WL) will look into this on his return
  6. Police Report: No police presence, no report provided.
  7. Councillor report: Village Items: - Road signs blown over and reported at the time of Storm Eywon have now been re-erected School bus - Cllr Buchanan has pursued the school bus issue with officers and I have taken this up with the convener of the ETNZ committee. A further discussion was held regarding the school bus, if we can arrange a meeting with the parents to get them involved this may help. Hedging - Land services have been informed re issues with hedging and are going to address this matter. Speeding - Periodically Stirling Police are informed of speeding within the Eastern Villages, there has been recent police presence in the villages including Throsk. Speeding in the villages are the same in the other villages, a police presence will hopefully put paid to this. If the CC need help with the local plan just ask some of the community liaison officer will provide help. (JM) mentioned that Throsk cannot have a 20mph on the main road due to the fact that there are only houses on one side of the road but it is the same at Skinflints and they have a 20mph speed limit. Can we look into this? OVF – Recent significant items of business has been the increase in councillor renumeration. Stirling 900 - The 900 celebrations of Stirling becoming a royal burgh, Charter given by King David 1124, were concluded with a grand march from the Castle to Stirling Rugby Football Club, which was led by the massed Pipe Bands which represented all aspects of life and communities from in and around Stirling.

  11. AOB (FM) Bingo will be held every Wednesday at the Goth. 13 people attended last week’s bingo. We hope to encourage more people to attend as the time goes on, the bingo also coincides with a Zumba class in Fallin which may have been why the numbers were low but hopefully the numbers will increase as this is the only day we can get. (Res) had issues with a Throsk bingo evening being held in Fallin and thought it would be more appropriate in the Throsk Village and attract more of the locals, unfortunately there is no availability in Throsk.. Community Funding - A discussion was held around funding available to some of the other CC’s (minimum £2000 and maximum £7000) and the question was asked why this was not available for Throsk, it may be as the other areas are all Multi-deprivation areas so a note to Jean Cowie to ask for an explanation. Summary below: UK Shared Prosperity Funding – Community Grant - (Applications must be submitted by noon on Friday 20 June, and projects must be delivered by March 2026.)The UKSPF provides funding for local investment across the UK up to the end of March 2026. The Fund objectives are -

Strengthening our social fabric and fostering a sense of local pride and belonging, through investment in activities that enhance physical, cultural and social ties and access to amenities, such as community infrastructure and local green space, and community-led projects.

Building resilient, healthy and safe neighbourhoods, through investment in quality places that people want to live, work, play and learn in, through targeted improvements to the built and natural environment and innovative approaches to crime prevention.

*Throsk Community Enterprise (PG) Can you please add the following response from us as matters arising from the March minutes?

Point: (CBB) we’re here to help with the centre and work with Throsk Community Enterprise (Res) is unhappy that the community have to pay for the hire of the hall as initially this was not the case in the beginning. Response: No one has offered or requested to do anything for the community voluntarily by using the community centre? There has never been any change in policy re paying for the hall? If someone wants to volunteer their time to help with anything to do with the community in the centre and with times permitting, we would of course make the venue available (FREE), as has ALWAYS been the case.

Hall hires are charged to individuals that derive their living from that activity, this is standard practice to external hall hires.

Point: (Res) there are people who are interested in running coffee mornings for people affected by mental health issues. Response: This is great news & exactly the type off support we are looking for, please pass on the names and contact details of the people who are keen to make this happen and we will 100% contact them and support the project. Alternatively have them contact us direct, as this may cause a data protection breach.

Point: (CBB) asked if a key box would be an idea Response: At this current time what would be the need for a key box and for whom? (Just asking this question) Key box fitted now in advance of being required, to be discussed at our next available meeting.
