Throsk Community Council Meeting

7pm Tuesday 11 March 2025 Throsk Community Centre

  1. Present: Jimmy Morton (JM) Chair, Ian Corlett (IC) Vice Chair, Fiona McKenzie (FM), Yvonne Dickson (YD) Minute Taker, Tony Gardner & Graeme Woodhouse Community Police, Councillor Bob Buchanan (CBB), 2 x Residents
  2. Apologies: Bernard Reynolds, William Liddell (WM) Treasurer, Rebecca Liddell (RL)
  3. Welcome: (JM) welcomed everyone to the meeting.
  4. Minutes of Previous Meeting February 2025: Proposed (IC) Seconded (FM)
  5. Matters arising: (IC) Infestation: He had been told by the SC to leave the space where the vermin was getting in till they came back for a visit and unfortunately, he is still waiting on someone coming back to see about this (Res) another 3 residents in Throsk have reported rats in their houses (JM) says William would take this on board as an Action (WL). Bingo: FM has managed to get the Goth in Fallin for a bingo night to raise funds for Xmas lights. Nights tba and to give a donation each time they use the hall. First one is the 2nd April. (Res) will help with the printing of posters. Stephen Bly has been in touch with WL. We now also have a list of councillor’s rotas for the CC meetings.
  6. Police Report: Graeme Woodhouse is now the Community police coverage since March last year. Currently there are 8 posts for the last year we have ran with 6 rather than 8. This covers villages and Braehead and Springkerse. We work in a 3 week shift pattern so once every three weeks - reality is we can only attend when resources allow.

There is an online form for reporting on the police website and this can often be quicker that 111 calls. (Res)Speeding is still an issue (IC) There is an abandoned vehicle in the street near him it has been there for a few years. (Res} None of the roads are adopted by the council perhaps this maybe why nothing has been done (Police) will check the number plate and see what can be done. Our priorities in Throsk continue to be drug dealing and speeding. Crime Reports for Throsk from 11 Feb 2025 till March 2025 Detected cases - 1 07/03/2025 Road Traffic

  1. Councillor report: Apologies that there has been no Council Member at the February meeting of Throsk CC. There has been quite a change in the political make up of Stirling Council which has an effect on this ward. The by election in the neighbouring ward 6 held in December was won by SNP and Willie Ferguson was elected to represent the people in Hillpark amongst others. More recently you will be aware that following the death of Cllr Margaret Brisley, a resident of Bannockburn and who served the Bannockburn people for over 44 years, a by-election was also held here in Ward 7 with Councillor Bob Buchanan (Myself) being elected. The makeup of Stirling Council is now 4 Labour councillors, who currently form the

administration, 8 Conservatives, 9 SNP (2 represent Ward 7 along with Independent Councillor MacPherson) and 1 Green Councillor, 23 in total. The Council budget has also been a major consumer of both council officers and elected members time in recent weeks. Although most services were saved once again due to a one off funding in the administrations accepted budget (12 to 10 Votes). Unfortunately this budget was similar in make up as the previous one and concerns are, as you will see, the same series come under threat in the next years proposed cuts unless there are major changes made. The Council Tax rise was set at 8.8% increase.

(CBB)We’re here to help with the centre and work with Throsk Community Enterprise (Res) is unhappy that the community have to pay for the hire of the hall as initially this was not the case in the beginning. (FM) There are set booking and the hall has regular classes and courses. (JM) No-one want to run anything in Throsk and we struggle to get people to come along to things. (Res) there are people who are interested in running coffee mornings for people affected by mental health issues. (FM) the hall is available most day until 4pm and on Sundays. Action (FM) will send times to Res. (CBB) asked if a key box would be an idea. There is currently a key holder in Throsk so this was deemed to be unnecessary. (Res) raised concerns about the school bus again not going to the end of the road and children are having to walk down the road where it is dangerous. (YD) Action will send (WL) information re the bus to (CBB) (IC) Gave thanks to Brian Hambly as he applied for his blue badge and got a letter about an assessment in October and waited and still hadn’t heard. BH hurried this up for IC.

  4. AOB (JM) discussed the hedge outside the right of the community centre and how this is difficult for people walking.
