Throsk Community Council Meeting

7:30pm Tuesday 13th May 2025 Throsk Community Centre

  1. Present: J Morton, Chair (JM), William Liddell, Treasurer (WL), Ian Corlett, Vice Chair (IC), Rebecca Liddell, (RL), Councillor Alasdair Macpherson, (CAM), Res x 2, Minute taker, Yvonne Dickson, (YD). 2. Apologies: Fiona McKenzie, (FM), Police, Throsk Community Enterprise (TCE)
  2. Minutes of Previous Meeting Approved (IC) Seconded (WL)
  3. Matters arising: (IC) Still has not had a visit re vermin in to fix the hole in the wall, this is in an awkward space. The vermin are not in the house at the moment. He paid the council £176 to have the eradication done, SC sent external contractor out to do this. Action (CAM) will look into this (WL) School bus will not pick up the 2 children at the end of the village. Councilor Bob Buchanan (CBB) sent correspondence saying that he has looked into this and the children will not be picked up by a specific bus. This is not a safe route for the primary school children as there is not a foot-path beyond the bus shelter. (CAM) there is a need to get a site visit, Action (WL) ask (CBB) to arrange this. We need to find out if this is a statutory route or a historical policy that is in place.

(JM) Trunk road - We are the only village that does not have a 20mph speed limit. (CAM) we have been over this issue many times - this is a trunk road. We need to get someone to come back down to asses this. (RES) TCE, Company House is still listing her as a director, this information needs updating. Local people are getting mixed up with TCC and TCE and this confuses the community. (RL) TCE has said we can use the hall for coffee mornings as long as it’s not booked and we currently have a schedule of the booking.

  1. Police Report: No Police present - email from PC Woodhouse they have been called away to an incident, they will send a report out.
  2. Councilors Report: Throsk Quarry I had to contact the landowner, Environmental Health Officers, Police Scotland and the Health and Safety Executive after reports of children playing in the quarry 2 weeks ago. It was found that some of the fences were inadequate but I have been reassured they are more robust now. The quarry operators, Paterson’s disgracefully blanked my emails.

Fly Tipping there have been a number of cases of fly tipping in Throsk over the last few weeks, I have dealt with them through the Council’s Safer Communities team. I did predict that fly tipping would increase after the Labour/Tory administration introduced the booking system for Polmaise. Local Development Plan See information from the Council website. Call for ideas and Sites consultation is expected to commence during the week beginning 25 August 2025 for a minimum period of 8 weeks. This will provide stakeholders with an opportunity to propose sites for potential inclusion in the proposed plan and share ideas to help shape it special strategy and associated policies. As part of this process, we also intend to improve the Planning Data Hub to support the scheduled consultation with regards to access information and submissions. Ahead of the consultation launch, we intend to run information sessions with communities and site promoters in June and August 2025. Further details on these sessions will be provided in due course. If you are interested in attending an information session, please email LDP@stirling.gov.uk Telecare Users The Mecs and Alarm Receiving Centre (ARC) call handling system that serves the area have been replaced with a new digital system as part of a national collaboration that is delivering a common platform across Scotland.

The Clackmannanshire and Stirling Health and Social Care Partnership is being the first in Scotland to have completed this key project, which is being led nationally by the Digital Office as part of the switch over from analogue. Contact me if you need more information Stirling Visitor Levy Scheme The introduction of a levy scheme would set a percentage charge on overnight accommodation paid by those booking accommodation in the Stirling Council area. Residents, businesses, tourism operators and visitors are being encouraged to contribute their ideas on a draft visitor levy scheme, including its objectives, percentage rate, and timeline and how revenues would be re-invested. More than 550 individual and businesses have already provided input to

help shape a draft visitor levy scheme for the Stirling area.

  1. Co-opt new member(s): There is a need to co-opt for new members, we will print leaflets and post these through all the houses in Throsk, Action (YD) will get leaflets printed before next meeting of the TCC, 120 leaflets required for a door to door drop. Deadline of June 11 2024, we will also post this on TCC social media, Facebook. One of our members have left as they have moved house.
  2. Throsk Community Enterprise (TCE) Not present
  3. Correspondence: N/A
  4. Planning: (WL) Snack bar in the industrial estate, 1 objection already due to the location of this.
  5. Any other Competent Business: (JM) Debris is being picked up from the Precast in Stirling which is being demolished, they are driving through the village in tractors and up the Moss Road, unsure why they are going up there. They are hitting the drains in the village Main Street and things are falling off; this could cause accidents. (RES) We need to investigate and ask SEPA to find out where this debris is going and why.
