Guidelines for common good fund applications

Section 1

Applications can be submitted for funds from the Common Good Fund for works/events/ projects so long as these are equally accessible to/for the benefit of the inhabitants of either:

  • Bridge of Allan
  • Callander
  • Dunblane
  • the former Royal Burgh of Stirling.

Applications can also be submitted for part funding of works/events/projects.

Section 2

Funding will not be made available:

  • to individuals
  • to organisations which are not property constituted
  • to political or religious organisations where the purpose of the work/event/ project is to develop/promote a particular political or religious viewpoint or party
  • for works/events/projects which are not equally accessible to/for the benefit of the inhabitants of Bridge of Allan, Callander, Dunblane or the former Royal Burgh of Stirling.

Section 3

Organisations can make more than one application in any one financial year for different activities.

However, it must be stressed that, as demand increases, careful consideration will require to be given to individual applications and no guarantees can be given that any specific application will be approved.

Section 4

In considering applications, it will be necessary to take into account the extent to which organisations/groups are prepared and able to make a financial contribution towards the proposed works/projects/event.

Section 5

The group/organisation must be able to demonstrate and have adequate expertise or have access to reputable resources, to effectively carry out the proposed works/event/project.

Section 6

If funding is awarded, the organisation may be asked to acknowledge the support provided by the common good fund in any promotional literature and/or publicity.

Section 7

After one month from the end of the completion of the proposed works/event/project, which is being supported, the group/organisation must submit a report, stating exactly how the funds were used and what benefits were derived by the inhabitants of the former burgh.

Section 8

It is the responsibility of the group/organisation to approach the relevant community council to seek their approval for the request for funding and ask the community council to complete the consultation form, which should be returned along with the application form.

Section 9

In submitting an application the group/organisation should ensure that the following supporting documents accompany their application:

  • a completed consultation form  – where applicable
  • a copy of the constitution and rules
  • a copy of the latest accounts
  • a statement certified by the Group’s Treasurer indicating the current financial standing of the organisation
  • a minimum of 3 quotations for requests in excess of £10,000
  • a minimum of 2 estimates/quotations for requests less than £10,000.

Section 10

If a group/organisation receives funding which includes provision for the purchase of assets, equipment, etc, in connection with their application and this organisation ceases to exist, then these assets or equipment etc should be returned to the Council or its successor authority to decide where to re-allocate these to the benefit of the inhabitants of the former burgh.

Section 11

It is the responsibility of the group/organisation to arrange adequate insurance cover for assets and equipment purchased with monies awarded from the Fund. Proof of adequate insurance cover will require to be submitted.

Section 12

It is the responsibility of the group/organisation to arrange insurance cover for any proposed works/events/projects which have received support from the Fund. Proof of adequate insurance cover will require to be submitted.

Section 13

Generally, applications will be processed within 12 weeks but to make this possible it is important that groups/organisations include all of the information needed. In some cases it may take longer if further discussion is needed with the group/organisation or within the Council.

Applications should be submitted to the Civic Office, Viewforth, Stirling, well in advance of the start date of any works/projects/events.

When an application is received, the application will be submitted to a meeting of the Civic Panel in the form of a report which will include details of the application.

The Panel will then decide on the outcome.

Section 14

All groups/organisations will be informed in writing of the outcome of the application.

If an application has been approved subject to any conditions, the group/organisation will be advised of these and the group/organisation, or the person responsible for organising a particular work/event/project, will be required to accept these conditions in writing prior to formal approval of funding being given.

Section 15

When an application has been granted unconditionally (or when conditions of grant have been accepted in writing by the group/organisation) payment will only be made on the submission of invoices.

Payments will only be made direct to the suppliers/contractors. For grants of less than £500 it may be that payments will be made to the value of the grant direct to the group/ organisation’s bank account.

Section 16

If the costs incurred in any works/projects/events are less than the amount approved, then the remainder will be retained by the Stirling Council Common Good Fund. If the costs incurred are higher supplementary applications will not be considered.
