Why does the Council process personal data?

The investment in funded early learning and childcare (ELC) aims to deliver three main outcomes for children and families: Children's development improves and the poverty-related outcomes gap narrows; Family wellbeing improves; Parents' and carers' opportunities to take up or sustain work, training, and study increase To ensure we realise the full benefits of the investment in funded ELC, we must maximise uptake of the targeted offer to some 2-year olds. Local authorities have requested access to data from the Scottish Government to allow them to contact eligible families directly to raise awareness of the local offer.

What personal data is used?

Information that is shared by the Scottish Government with each local authority will include the following;
• Name of parent/carer
• Addresses
• Postcode
• Multiple children marker
The list provided will show anyone that meets the eligibility criteria and has a child within the age range of 18-36 months.

What makes it lawful for the Council to process this personal data?

GDPR Article 6(1)(e) processing is necessary for the performance of a task carried out in the public interest or in the exercise of official authority as part of our statutory function as your local authority.

Where does the Council obtain personal data from?

We will obtain personal data from the Scottish Government via the Improvement Service. Application information directly from the families that are entitled to the funding.

Where does the Council keep personal data?

Your personal data is stored on a secure system which can only be accessed by limited Stirling Council employees.

How long does the Council keep personal data?

Information received from the Scottish Government must be deleted within 18 months from the date from which it is made available via the Improvement Service.

Who does the Council share personal data with?

We are legally obliged to safeguard public funds, so we are required to verify and check your details internally for fraud prevention. We may share this information with other public bodies (and also receive information from these other bodies) for fraud checking purposes.
We are also legally obliged to share certain data with other public bodies, such as HMRC and will do so where the law requires this. We will also generally comply with requests for specific information from other regulatory and law enforcement bodies where this is necessary and appropriate.
