Methodology for Identification of Road Resurfacing Improvements

Stirling Council uses a matrix to determine the sections of road that are most in need of resurfacing. The matrix uses the following information to prioritise works on the Council’s road network.

  • Scottish Road Maintenance Condition Survey(SRMCS)
  • Traffic Volume
  • Skid Resistance (SCRIM)
  • Tourism Factor
  • Residual Life (Deflectograph Survey)

The Scottish Road Maintenance Condition Survey is an annual national survey that measures certain parameters to establish the condition of the road network throughout Scotland for all 32 Scottish Local Authorities. The surveys have been carried out for the last 15 years and this information is used to establish important criteria of the matrix to determine the prioritisation of repair (resurfacing) work.

Traffic Counts are continuously measured throughout the Council’s road network and the figures are utilised as one of the key criteria to determine the priority rating of schemes. Heavy traffic volumes, particularly HGV’s, play a major part in the deterioration of a road surface. One movement of an HGV is the equivalent of 5000 cars journeys. The figures ensure that the busiest roads receive the highest rating within this section of the matrix.

Skid resistance is currently measured on the Council’s “A” Class roads only and the results are utilised in the matrix to prioritise repairs on this road classification only.

Tourism is important to the economy of the Stirling Council area and a weighting factor is utilised to ensure these routes receive a higher priority rating when determining the priority of repairs

Deflectograph surveys have currently been carried out on the A81 only. The survey measures the residual life of the entire road structure and this information is utilised within the matrix to prioritise repairs for sections of the road surface on the A81 only at this time. It is anticipated that these surveys will eventually cover all of the Council’s “A” Class road network.
