Developing Stirling City's Community Parking Management Plan (CPMP)
Please note this consultation closed 5 October 2018.
We asked for your views on parking issues in Stirling City, to inform Stirling City’s Community Parking Management Plan (CPMP). We were interested in Stirling City's Controlled Parking Zone (CPZ), which is the zone in the city where on-street parking is controlled (see also Stirling Council's Parking Policy for more information).
We held public drop-in sessions in the Stirling Arcade, on the 6th and 19th September 2018, complemented by a paper and an online questionnaire, before the closure of the consultation period on Oct 5th. We also commissioned an independent parking survey.
We presented our initial proposals to the Stirling City Parking Steering Group on 5th February 2019. We then hand-delivered 944 letters to residences in Braehead, Cowane Street, Bruce Street, Bayne Street, Douglas Street, Kings Park, Riverside and Top of the Town. These letters advised residents of the process being followed and how this would impact particular households, as well as offer information to help residents engage with the process and contribute their views.
We also held an additional consultation drop-in event was held in the Riverbank Centre, Riverside, on 4th of March 2019 and met with the City Centre Forum as well as representatives from each of the following Community Councils: Mercat Cross, Riverside, Kings Park and Braehead and Broomridge.
We then refined the proposals which we presented to the Stirling City Parking Steering Group on 10th May 2019.
We then presented the proposals to the Environment and Housing Committee meeting, which was held on 6th June 2019. The Committee approved the proposed Stirling City CPMP and authorised us to proceed with the associated Traffic Regulation Order (TRO) work to implement the proposals.
There will be further opportunity for you to comment during the statutory three-week consultation on this Traffic Regulation Order. We will ensure that this consultation is also widely advertised.

Note: Use of the 30-minute free option will require users to obtain a parking ticket from ticket machines. Tickets will have arrival times on them enabling enable Officers to control the restriction. Cars without a ticket will be issued with a PCN. Clear communication and promotion on this will be rolled out. |
What happens next?
The Council will undertake the formal Traffic Regulation Order process. If this is successful, this CPMP will be enacted and rolled out. Once the proposals have been introduced, we will continue to monitor it for a minimum of six months.
